| Comments: | According to official documents Payne pled guilty in King County Superior Court on 03/17/1989 of one count of Robbery in the First Degree, two counts of Robbery in the Second Degree, one count of Attempted Robbery in the First Degree, one count of Theft in the First Degree and one count of Indecent Liberties. He was sentenced to 129 months in prison. These convictions were the result of Payne attacking six unknown adult female victims ranging in age from 36 years old to 76 years old. In most cases Payne approached the women from behind and physically attacked them to steal their purses. In two of the cases Payne pointed a handgun at the victims demanding their purses. The indecent liberties conviction was the result of Payne running up behind the unknown 62 year old female victim he ran up behind he victim and sexually assaulted her. He threw her to the ground and continued the sexual assault her. He then tried to get her up and told her come with me . The sexual assault was interrupted when someone came to the victim's aid. Payne was convicted in King County Superior Court Juvenile Division on 08/03/1987 of one count of Indecent Liberties. He was sentenced to 52 weeks with the Department of Juvenile Rehabilitation. This conviction was the result of Payne sexually assaulting the known 83 year old female victim. The victim was on Payne's paper route and he stopped at her house and asked to use her bathroom. Once inside the residence Payne attacked the victim and began sexually assaulting her. The victim struggled with Payne and was able to push Payne out of her residence. Payne returned to the victim's residence about three weeks later with the intent to sexually assault her. He knocked on the door and asked to use the restroom. The victim slammed the door in his face. Payne participated in sex offender treatment after his juvenile conviction and was noted as making very limited progress. After his adult convictions he completed the sex offender treatment program. While still in prison and after completing sex offender treatment, Payne had been transferred to a pre release program where he became fixated and began to stalk female residents. Payne admitted that he was back in his offense cycle. He was returned to prison to be readmitted into the sex offender treatment program. At that point Payne refused to participate in further treatment. Payne is not on active supervision at this time and his only requirement is to register as a sex offender. |
