| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official documents Stewart was convicted of the crime of Rape of a Child in the 3rd degree and Assault 2nd degree with sexual motivation. He was given a term of 63 months in prison in April of 2006. The victim in this crime was a minor female who was sexually assaulted between the ages of 13 and 14 years old. Stewart, age 18 at the time was on active supervision with Juvenile parole for the below listed sex crime. While in prison Stewart attended treatment with the Department of Corrections, but records show that after 10 months his treatment was ended because of infractions and lack of progress. Stewart pled guilty in Snohomish County Superior Court Juvenile Division on 12/18/2002 to one count of Attempted Rape of a Child First Degree and one count of Child Molestation First Degree. He was sentenced to 40 weeks for each count for a total of 80 weeks in custody of the Juvenile Rehabilitation Administration. Stewart sexually assaulted a known three year old female over a period of one year. He also sexually assaulted a known four year old male victim for a period of three years until the victim was seven years old. During his incarceration Stewart has admitted five additional victims. These included both male and female victims from the age of nine to 12 years of age. Stewart attended sex offender treatment while in custody and made little progress. He was eventually terminated from treatment. Stewart is on supervision with the Marysville Office of the Department of Corrections for Life. 360-658-2150 " Probation Conditions Shall submit to polygraph testing as required. Shall not seek employment or volunteer positions which place him in contact with or control over minor children. Shall not initiate or prolong contact with minor children and shall not remain overnight in a residence where minor children live r are spending the night. Shall not enter parks, playgrounds or schools. Shall not enter or remain in internet chat rooms. Shall not possess or access sexually explicit materials that are intended for sexual gratification. Shall not work at or be in places frequented by minors. Shall not leave the State of Washington without prior permission from his Community Corrections Officer. Shall not purchase, own, have in his possession or under his control any firearm or deadly weapon, ammunition or explosives. Shall not access the internet or e-mail by electronic devices. Shall not date women nor form relationships with families who have minor children. Shall enter into and successfully participate in certified sex offender treatment. Shall not use, possess, consume any controlled substances except pursuant to lawfully issued prescription. |
