Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official documents, Miller was giving a ride to a 14 year old girl in a borrowed van in Victoria, BC. After the victim voluntarily entered the van, Miller choked the victim unconscious with a black rope and sexually assaulted her. When the girl awoke and started to scream, Miller told her to shut up or he would hit her with a baseball bat. The victim pleaded with Miler and explained she was only 14 year old. When Miller dropped the victim off, he told her to use make-up on her neck to conceal the ligature marks. In September of 1995 in Victoria, BC, Miller befriended a adult female at a nightclub whom he offered to walk home. As they entered a semi-secluded area in the staircase, Miller removed a rope from his pocket and strangled the female. As the female regained consciousness and was gasping for air, Miller was on top of her and had ripped off clothing it the area of her crotch. Miller was convicted of both crimes first in 1997 and declared a dangerous offender. Miller appealed the sentence twice and was successful on the second attempt in 2004. In 2006 he was convicted at trial and declared a Long Term Offender for the Orginal 2 Counts of Aggravted Sexual Assault and given a term of 4 years added to his conviction . During the time that he appealed his convictions he was in custody. Miller had been in Custody since his conviction He released from prison and went to a Community Residential Facility in Vancouver, BC. Miller in January of 2014 crossed into the United States and was detained by U. S. Customs on the warrant from Canada. Since Miller is a U.S. Citizen, the warrant from Canada was not good in the United States. Miller registered as required with the Whatcom County Sheriff's Office and now has registered with Snohomish County. " Probation Conditions Entered |
