| Comments: | Leon R. HARSHMAN was convicted of Rape in the second degree in 1989. According to official file documents, HARSHMAN choked and raped the female victim who he had known for 11 years. HARSHMAN received a ride home from the victim and invited her inside. Once inside, HARSHMAN grabbed the victim from behind, put his arm around her neck, and choked her. HARSHAMN then demanded money for drugs. The victim went unconscious and upon regaining consciousness, discovered that HARSHMAN was sexually assaulting her. He dropped the friend off and took the victim to an isolated area where he choked her and threw her in the back of his van. He forced the victim to undress and sexually assaulted her over a six-hour period of time before releasing her. HARSHMAN's criminal history includes Unlawful possession of a firearm, solicitation of a prostitute, obstructing a public servant, assault 2nd degree, disorderly person, larceny, and drug and alcohol charges. HARSHMAN completed the sex offender treatment program while he was incarcerated but refused to participate in chemical dependency, anger/stress management, and victim awareness programs. Due to his extensive criminal and sexual history, he has been classified as a Level 3 Offender and is considered a high risk to re-offend. |
