SUBMITTED BY: WATTS, ROSCOE 1299 (AR16-19668) ON 053116 AT 1035 HOURS, I WAS DISPATCHED TO THE DOLLAR GENERAL, LOCATED AT 4421 NORTH CARL G ROSE HIGHWAY, HERNANDO, IN REFERENCE TO A THEFT. UPON ARRIVAL AT 1053 HOURS, I MADE CONTACT WITH THE COMPLAINANT/STORE MANAGER, MS BETTY WILLIAMSON, WHO ADVISED THAT ON 053016, SHE CAPTURED THE DEFENDANT, MS LISA FARINA, ON VIDEO SURVEILLANCE, STEALING ITEMS FROM THE STORE. THE COMPLAINANT KNEW THE IDENTITY OF THE DEFENDANT DUE TO PAST INCIDENTS AT THE STORE. I LOOKED UP THE DEFENDANT IN "DAVID" IN REFERENCE TO IDENTIFICATION PURPOSES THROUGH THE VIDEO SURVEILLANCE FOOTAGE. THE COMPLAINANT SHOWED ME SAID VIDEO SURVEILLANCE FOOTAGE, AT WHICH TIME, I SAW THE DEFENDANT ENTER INTO THE BUSINESS ON 053016 AROUND 2046 HOURS. THE DEFENDANT WALKED THROUGHOUT THE STORE, AT WHICH TIME, SHE OCCUPIED THE BEAUTY AISLE AT 2103 HOURS. SHORTLY AFTER THE DEFENDANT WAS CAPTURED RUMMAGING THROUGH CERTAIN SECTIONS OF THE AISLE. THE DEFENDANT WAS THEN SEEN WITH A RED BRA AND BLACK BRA IN HER HAND. THE DEFENDANT THEN PUT SAID BRAS INSIDE HER PURSE AND CLOSED IT. WHEN THE DEFENDANT PUT SAID BRAS INSIDE HER PURSE, SHE HAD SEVERAL OTHER ITEMS THAT SHE ALSO PUT IN HER PURSE. DUE TO THE SMALL SIZE OF SAID ITEMS, I WAS UNABLE TO MAKE OUT WHAT THEY WERE. THE VIDEO SURVEILLANCE FOOTAGE SHOWED THE DEFENDANT AT THE FRONT REGISTER AT 2111 HOURS, PURCHASING FLOWERS AND SOME OTHER SMALL ITEMS. THE DEFENDANT THEN EXITED THE STORE WITHOUT PAYING FOR SAID ITEMS THAT WERE INSIDE HER PURSE. THE COMPLAINANT ATTEMPTED SEVERAL TIMES TO BURN A COPY OF THE VIDEO SURVEILLANCE FOOTAGE, WHICH YIELDED NEGATIVE RESULTS. I DID COMPLETE A TRACKIT REQUEST (WORK ORDER NUMBER 13518), WHICH WAS SUBMITTED AT 1144 HOURS. I THEN MADE CONTACT WITH THE WITNESS, MR RODNEY HARPER, WHO ADVISED THAT HE WITNESSED THE DEFENDANT, ON CAMERA, PUT UNIDENTIFIED ITEMS IN HER PURSE. THE WITNESS ALSO ADVISED THAT THE DEFENDANT PROCEEDED THROUGH THE CHECKOUT POINT WITHOUT PAYING FOR SAID MERCHANDISE THAT SHE PUT INTO HER PURSE. THE COMPLAINANT ADVISED THAT THE DEFENDANT FREQUENTED THE STORE AND THAT THEY HAD BEEN WATCHING HER IN REFERENCE TO POSSIBLE THEFTS. HE COMPLETED A SWORN WRITTEN STATEMENT THAT WILL BE TURNED IN TO RECORDS. I THEN MADE CONTACT WITH THE DEFENDANT AT 5272 NORTH CARL G ROSE HIGHWAY, HERNANDO. UPON MY ARRIVAL, THE DEFENDANT ADVISED THAT SHE KNEW THE REASON THAT I WAS THERE. I THEN READ THE DEFENDANT MIRANDA VIA AN AGENCY ISSUED CARD AT 1225 HOURS, AT WHICH TIME, SHE ADVISED THAT SHE UNDERSTOOD HER RIGHTS AND WISHED TO SPEAK WITH ME FREELY. I ASKED THE DEFENDANT ABOUT THE INCIDENT THAT OCCURRED ON 053016, AT THE DOLLAR GENERAL. THE DEFENDANT IMMEDIATELY BEGAN TO CRY AND ADVISED THAT SHE DID STEAL ALL OF ITEMS LISTED. THE DEFENDANT WENT INSIDE HER RESIDENCE AND RETRIEVED SAID ITEMS; SEE PROPERTY LIST. I ADVISED THE DEFENDANT THAT SHE WAS BEING PLACED UNDER ARREST FOR PETIT THEFT (SECOND CONVICTION) AT 1231 HOURS. I TOOK PHOTOGRAPHS OF SAID ITEMS; SEE MY CRIME SCENE TECHNICIAN'S (CST) REPORT. I COMPLETED A PROPERTY RECEIPT, WHICH WILL BE TURNED IN TO RECORDS. THE DEFENDANT COMPLETED A SWORN WRITTEN STATEMENT, WHICH WILL BE TURNED IN TO RECORDS. THE DEFENDANT HAD A JUVENILE MALE PRESENT AT HER RESIDENCE AND WAS UNABLE TO ARRANGE PICKUP FOR SAID JUVENILE. I DID DO A CRIMINAL BACKGROUND CHECK IN REFERENCE TO THE DEFENDANT, WHICH SHOWED ONE PREVIOUS CONVICTION FOR PETIT THEFT ON 051715, AT WHICH TIME, THE DEFENDANT WAS ISSUED NOTICE TO APPEAR (NTA) CITATION NUMBER 21331, IN REFERENCE TO PETIT THEFT (SECOND CONVICTION), WITH A COURT DATE OF 061616 AT 1300 HOURS, AT THE CITRUS COUNTY COURT HOUSE. THE DEFENDANT SIGNED SAID CITATION AND WAS EXPLAINED IN GREAT DETAIL THE CITATION AND THE PROPER PROCEDURE FOR HANDLING THE CITATION. I RESPONDED BACK TO THE INCIDENT LOCATION IN REFERENCE TO RETURNING THE RECOVERED PROPERTY. THE PROPERTY WAS TURNED OVER TO THE COMPLAINANT WITH A COPY OF THE PROPERTY RECEIPT. NO FURTHER AT THIS TIME. |
