| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official documents, Allen pled guilty in Spokane County Superior Court to the crimes of Child Molestation in the 3rd Degree and Communication with a Minor for Immoral Purposes. He was given a term of 12 months in jail and 2 years of Community Supervision on 1-9-2003. Allen was on supervision for a Forgery conviction and his Community Corrections Officer was contacted by CPS and informed that they had a active referral in which he may of had sexual contact with a child. Allen was scheduled for a full disclosure sexual history polygraph. Allen admitted to having sexual contact with three victim's ages 16 months to 5 years old. All were males. Allen admitted he began sexually assaulting the infant in January of 2002, soon after the victim and his mother moved in with Allen and his girlfriend. The other two victims were the ages of 1-2 years and 4-5 years old during the time of the crime. Allen would frequently watch these boys while the adults, whom he was living with were out for the night. Allen reported fondling their genitals and buttocks as well as kissing them. Allen admits to choosing very young victims because "they cannot tell anyone what happened". Allen admits to over 10 victims between the ages of 3 months and 11 years of age, both male and female. On 2-2-2012 Allen pled guilty to the crime of Failure to Register as a sex offender and was given a term of 12 months and 1 day. Allen moved and failed to change his address. He was released from prison on 11-26-2012 and has registered. He will be on active supervision for 36 months for this crime out of the Marysville Office of the Department of Corrections. 360-658-2150. Shall not work at or be in places frequented by minors. Shall not possess paraphernalia that can be used for ingesting or procesing of controlled substances. Shall not reside with anyone who is a parent/legal guardian of minor children. Shall have no contact with minors. Shall not use, possess, purchase or consume alcohol. Shall not enter parks, playgrounds or schools. Shall not purchase, own, have in his possession or under his control any firearm. Shall not use, possess, consume any controlled substances without a lawfully issued prescription. |
