| Comments: | In 1993, Mark M. MCCLOUD was convicted of Rape 1st Degree and Burglary 1st Degree. MCCLOUD (age 25) unlawfully entered the 21 year old female victim's apartment. MCCLOUD awoke and confronted the victim in her bedroom. He covered her head and threatened to shoot her if she did not comply with his demands. MCCLOUD then sexually assaulted the victim. He then moved the victim into the living room area and again sexually assaulted her. MCCLOUD stole a small amount of money from the victim's apartment prior to fleeing. MCCLOUD was living in the same apartment complex as the victim and the police were able to track him to his residence and arrested him for the Rape and Burglary. In 1991, MCCLOUD sexually assaulted a 29 year old female victim that he had met at a local restaurant. He asked the victim if she wanted to share some drugs with him. The victim agreed and drove MCCLOUD to her residence. They shared the drugs and the victim retired to her bedroom. MCCLOUD came into the bedroom a short time later and forced the victim to have sexual intercourse with him. MCCLOUD was initially charged with Rape 1st Degree for this crime, but he was eventually charged with Assault 3rd Degree. MCCLOUD's criminal history includes the following; 1990 Unlawful Use of a Building for Drug Purposes, 1991 Possession of Stolen Property 3rd Degree, 1992 Burglary 2nd Degree, 1992 Dangerous Weapons Violation, 1992 Assault-Domestic Violence, and numerous driving related offenses. MCCLOUD did not participate in the Sex Offender Treatment Program during his time of incarceration and denied committing the 1993 Rape incident and therefore declined to participate in treatment. It appears that he has not participated in any community based sex offender treatment programs. MCCLOUD is currently under community supervision by the Washington State Department of Corrections. Due to MCCLOUD's sexual and criminal history, he has been classified as a LEVEL 3 Sex Offender. |
