| Comments: | Mark D. WILMER sex offender status stems from a 1999 conviction for indecent liberties in Pierce County. According to official documents, Wilmer had sexual contact with an adult female staff member at a group home where he resided. Wilmer made several advances toward the victim prior to the assault. The victim rebuffed his advances. At one point Wilmer grabbed the victim from behind and pulled her onto a bed. He then proceeded to kiss the victim and sexually assault her. During treatment, Wilmer disclosed that he fondled a 4 year old female when he was 13, engaged in oral copulation with a 5 year old male when he was 13 years of age, fondled an adult female social worker when he was 14 years of age, fondled a 13 year old female when he was 14 years of age, fondled a 50 year old female when he was 14 years of age, and attempted to get into bed with a 20 year old female when he was 15. Wilmer also reported more than 30 incidents where he exposed himself to others. Wilmer did not complete sex offender treatment during incarceration. His other criminal history includes assault, malicious mischief, and theft. Wilmer's Risk Level Classification places him in the Level III notification category and he is considered a 'high risk' to re-offend. In 1999, WILMER, Mark Douglas was convicted of Indecent Liberties with Forcible Compulsion. At the time of the offense, WILMER was living at a community group home. WILMER grabbed a 22-year-old female staff member at the home. He forced the victim onto a bed where he fondled and sexually assaulted her over her clothing.
