DID UNLAWFULLY HAVE IN HIS/HER ACTUAL OR CONSTRUCTIVE POSSESSION WITH THE INTENT TO USE, OR DID UNLAWFULLY USE, AN OBJECT INTENDED OR DESIGNED FOR USE IN STORING, CONCEALING OR INJECTING, INGESTING, INHALING OR OTHERWISE INTRODUCING INTO THE HUMAN BODY, A CONTROLLED SUBSTANCE, TO WIT: 2 BLACK DIGITAL SCALES, IN VIOLATION OF FLORIDA STATE STATUTE 893.147(1) ON 12082016 WHILE CONDUCTING PATROLS IN THE OLD HOMOSASSA AREA OF HOMOSASSA YOUR AFFIANT OBSERVED A BLUE PONTIAC FOUR DOOR CAR BEARING LICENSE PLATE NUMBER 263 QCH TRAVELLING WEST ON WEST OLIVER STREET WHICH HAD A CRACKED WINDSHIELD OBSTRUCTING THE VISION OF THE DRIVER. YOUR AFFIANT THEN ATTEMPTED TO CONDUCT A TRAFFIC STOP ON SAID VEHICLE, HOWEVER THE VEHICLE MADE AN ABRUPT LEFT HAND TURN INTO THE DRIVEWAY OF 10924 WEST OLIVER STREET AND TURN THE LIGHTS OFF IN AN ATTEMPT TO HIDE FROM YOUR AFFIANT. YOUR AFFIANT THEN DROVE TO THE WEST SIDE OF THE RESIDENCE WHICH IS ON SOUTH DIVISION AVENUE. YOUR AFFIANT THEN EXITED MY PATROL VEHICLE AND MADE CONTACT WITH THE DRIVER IDENTIFIED AS MR. JAMES PIXLEY AND REQUESTED HIS DRIVERS LICENSE VEHICLE REGISTRATION AND PROOF OF INSURANCE. MR. PIXLEY STATED THAT HIS DRIVERS LICENSE WAS SUSPENDED FOR CHILD SUPPORT AND TRAFFIC FINES AND HE DID NOT HAVE THE REGISTRATION OR PROOF OF INSURANCE. AT THAT TIME, YOUR AFFIANT ASKED THE OTHER OCCUPANTS IF THEY WOULD PROVIDE A FORM OF IDENTIFICATION TO WHICH THEY ALL STATED THEY DID NOT HAVE ANY IDENTIFICATION, HOWEVER ALL PROVIDED THEIR NAMES AND DATES OF BIRTH. THE FRONT SEAT PASSENGER WAS IDENTIFIED AS MR. MATTHEW HUGGINS, AND THE REAR SEAT PASSENGERS WHO WERE EXITING AS YOUR AFFIANT APPROACHED THE VEHICLE WERE IDENTIFIED AS MS JACLYN JAEGER AND MR. COREY CHASE. WHILE STANDING AT THE DRIVERS DOOR YOUR AFFIANT OBSERVED MR. HUGGINS LEANED UP AGAINST THE PASSENGER DOOR WITH HIS RIGHT ARM UNDER THE SEAT WHICH APPEARED AS HE WAS ATTEMPTING TO HIDE SOMETHING. YOUR AFFIANT ALSO OBSERVED AN “AWS” BLACK DIGITAL SCALE IN THE CENTER CUP HOLDER AND AN “AWS” BLACK DIGITAL SCALE NEXT TO MR. HUGGINS LEFT LEG IN THE PASSENGER SEAT WITH HIM. YOUR AFFIANT THEN ASKED MR. PIXLEY IF HE WOULD PROVIDE CONSENT TO A SEARCH OF HIS VEHICLE, HOWEVER HE ADVISED THAT HE COULD NOT GIVE CONSENT DUE TO THE VEHICLE BEING HIS WIVES. YOUR AFFIANT THEN REQUESTED K-9 DEPUTY HYRC TO RESPOND TO MY TRAFFIC STOP TO CONDUCT AN EXTERIOR FREE AIR SNIFF OF THE VEHICLE WITH HIS K-9 CO-PARTNER ANAKIN. YOUR AFFIANT ALSO REQUESTED DEPUTY SCHAFFER TO RESPOND TO MY LOCATION. UPON DEPUTY SCHAFFER AND K-9 DEPUTY HYRC’S ARRIVAL YOUR AFFIANT BRIEFED BOTH OF THE TRAFFIC STOP. K-9 DEPUTY HYRC THEN DEPLOYED HIS K-9 CO-PARTNER ANAKIN TO CONDUCT THE EXTERIOR FREE AIR SNIFF OF THE VEHICLE FOR THE ODOR OF NARCOTICS. K-9 DEPUTY HYRC THEN ADVISED THAT HIS K-9 ALERTED ON THE VEHICLE FOR THE PRESENCE OF NARCOTICS ON THE PASSENGER SIDE. K-9 DEPUTY HYRC THEN RE SECURED HIS K-9 CO-PARTNER IN HIS PATROL VEHICLE. DEPUTY SCHAFFER THEN STOOD BY WITH ALL THE OCCUPANTS OF THE VEHICLE WHILE YOUR AFFIANT BEGAN THE SEARCH OF THE VEHICLE. UPON SEARCHING THE VEHICLE YOUR AFFIANT LOCATED A CLEAR PLASTIC BAGGIE UNDER THE PASSENGER SEAT BETWEEN THE SEAT AND DOOR KICK PLATE. UPON FURTHER OBSERVATION OF THE BAGGIE YOUR AFFIANT OBSERVED IT TO CONTAIN A BLUEISH TINTED CRYSTALLINE SUBSTANCE THAT I WAS ABLE TO IDENTIFY AS METHAMPHETAMINE THROUGH MY TRAINING AND EXPERIENCE. YOUR AFFIANT COLLECTED THE TWO “AWS” BLACK DIGITAL SCALES FROM THE CENTER CUP HOLDER AND PASSENGER SEAT. YOUR AFFIANT ALSO LOCATED A BLACK ZIPPER CASE IN THE CENTER CONSOLE THAT CONTAINED A GLASS METHAMPHETAMINE PIPE. YOUR AFFIANT THEN LOCATED A PLASTIC SANDWICH BAGGIE ON THE DRIVERS FLOOR BOARD THAT CONTAINED A BLUE PLASTIC SPOON THAT HAD A CRYSTALLINE SUBSTANCE ON IT THAT YOUR AFFIANT WAS ABLE TO IDENTIFY AS METHAMPHETAMINE THROUGH MY TRAINING AND EXPERIENCE AND A LARGE QUANTITY OF SMALL PLASTIC DIME SIZE BAGGIES. ALSO IN THE SANDWICH BAGGIE WAS SMALL DIME SIZE BAGGIE CONSISTENT WITH THE BAGGIES PREVIOUSLY DESCRIBED THAT CONTAINED SEVERAL YELLOW BROKEN PILLS THAT WERE NOT ABLE TO BE IDENTIFIED AT THE TIME OF THIS REPORT. ALL ITEMS OF PARAPHERNALIA AND SUBSTANCES WERE FIELD TESTED FOR METHAMPHETAMINE UTILIZING A PRESUMPTIVE FIELD TEST KIT WHICH YIELDED A POSITIVE RESULT FOR THE PRESENCE OF METHAMPHETAMINE. THE BAGGIE CONTAINING THE METHAMPHETAMINE LOCATED UNDER THE PASSENGER SEAT WAS WEIGHED AND TOTALED APPROXIMATELY 12 GRAMS. AT THAT TIME MR. HUGGINS AND MR. PIXLEY WERE PLACED UNDER ARREST AND SECURED IN HANDCUFFS BEHIND THEIR BACKS FOR TRANSPORT TO THE CITRUS COUNTY DETENTION FACILITY. WHILE PACKAGING THE NARCOTICS SEIZED DEPUTY SCHAFFER OBSERVED A SMALL PLASTIC BAGGIE FALL FROM DEFENDANT PIXLEY’S WAIST LINE AREA THAT CONTAINED A CRYSTALLINE SUBSTANCE WITHIN. YOUR AFFIANT WAS ABLE TO IDENTIFY THE SUBSTANCE AS METHAMPHETAMINE THOUGH MY TRAINING AND EXPERIENCE. THE SUBSTANCE WAS ALSO FIELD TESTED FOR METHAMPHETAMINE UTILIZING A PRESUMPTIVE FIELD TEST KIT WHICH YIELDED A POSITIVE RESULT FOR THE PRESENCE OF METHAMPHETAMINE. THIS BAGGIE WAS ALSO CONSISTENT WITH THE BAGGIES FOUND IN THE SANDWICH BAGGIE LOCATED ON HIS FLOOR BOARD. ALL NARCOTICS AND PARAPHERNALIA SEIZED WERE PACKAGED FOR SUBMISSION INTO EVIDENCE IN ACCORDANCE WITH AGENCY POLICY. YOUR AFFIANT CONDUCTED A DRIVERS HISTORY THROUGH FCIC/NCIC WHICH CONFIRMED THAT MR. PIXLEY’S DRIVERS LICENSE WAS SUSPENDED. BOTH DEFENDANTS WERE TRANSPORTED TO THE CITRUS COUNTY DETENTION FACILITY. UPON ARRIVAL THE DEFENDANTS WERE TURNED OVER TO DETENTION FACILITY STAFF FOR BOOKING AND PROCESSING. DEFENDANT PIXLEY WAS CHARGED WITH POSSESSION OF A CONTROLLED SUBSTANCE (METHAMPHETAMINE) $2000.00 BOND, NARCOTICS PARAPHERNALIA $1,000.00 BOND AND DRIVING WHILE LICENSE SUSPENDED $1,000.00 BOND FOR A TOTAL OF $4,000.00 BOND PER THE BOND SCHEDULE. MR. PIXLEY WAS ALSO ISSUED FLORIDA UNIFORM TRAFFIC CITATION NUMBER A21D76P FOR POSSESSION OF A CONTROLLED SUBSTANCE WHILE IN ACTUAL PHYSICAL CONTROL OF A MOTOR VEHICLE AND FLORIDA UNIFORM TRAFFIC CITATION NUMBER A21D77P FOR DRIVING WHILE LICENSE SUSPENDED. DEFENDANT HUGGINS WAS CHARGED WITH POSSESSION OF A CONTROLLED SUBSTANCE (METHAMPHETAMINE) $2,000.00 BOND AND NARCOTICS PARAPHERNALIA $1,000.00 BOND FOR A TOTAL BOND AMOUNT OF $3,000.00 PER THE BOND SCHEDULE.
