| Comments: | Michael Eugene BEAUCHAMP was convicted of Attempted Rape in the 2nd Degree in 1993. BEAUCHAMP had been driving his vehicle in the Tacoma area and had stopped and contacted the adult female victim walking to her residence in the early morning hours. The victim recognized BEAUCHAMP as a person she had met at a friend's residence approximately one year earlier. The victim accepted his offer of a ride and got into his vehicle. BEAUCHAMP drove past the victim's residence and did not stop. He told her You will go where I want you to go . The victim attempted to exit the vehicle, but the passenger door handle was disabled. BEAUCHAMP then exposed himself and told the victim to perform oral sex on him. When she refused, he tried to force her head between his legs. BEAUCHAMP became angry and drove to a vacant lot. He again tried to force the victim to perform oral sex on him. He then dragged her out of the vehicle and pulled her shirt and bra up exposing the victim's chest area. BEAUCHAMP then masturbated onto the victim. He then forced the victim over on her stomach and threatened to sexually assault her. The victim continued to plead with BEAUCHAMP and he eventually pushed her away and fled in his vehicle. In 1988, BEAUCHAMP was convicted of Rape in the 1st Degree. BEACHAMP had walked past an unknown female walking down the street. He turned on the victim and grabbed her from behind and covered her mouth. He told the victim If you yell or scream, or try to fight or get away, I have a knife and will cut you up . BEAUCHAMP drug the victim into an alley and forced her to give him oral sex. He then tore off the victim's clothing and sexually assaulted the victim before fleeing the area. Just prior to this offense, an adult female had been walking on a school track and was accosted by a subject she later identified as BEAUCHAMP. She said he told her he had a knife and wanted her to go with him and perform oral sex on him. He grabbed her hand and she resisted and screamed and pulled her hand out of her glove to get away. BEAUCHAMP then fled the area. No charges were filed in that case. BEACHAMP also self-admitted that he has robbed or used coercion to gain sexual services from prostitutes in the past. BEAUCHAMP's other criminal history include a 1982 Theft 1st Degree and a 1982 Possession of Stolen Property 1st Degree. BEAUCHAMP has participated in Sex Offender Treatment and initially he was found to have a high likelihood to reoffend. In 1999 BEAUCHAMP was committed to the Special Commitment Center on McNeil Island. It was subsequently determined by the civil commitment proceedings that BEAUCHAMP does not meet the criteria for civil commitment under RCW 71.09, as a Sexually Violent Predator and he will be released to the community (see Pierce County Cause #99-2-10260-1 regarding the detention of BEAUCHAMP). |
