| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official records, Cross, age 16 on 11-17-1999 approached a 7 year old male who was waiting for a school bus and asked the victim to go to the store with him. When the victim stated "no", Cross started calling the victim names and threatened to beat him up if the victim told anyone about Cross. Cross then showed the victim a pair of handcuffs and told the victim that he would use them on him. When the bus arrived the victim reported what had taken place. Cross was arrested two days later and during an interview with police he admitted that he had "urges" to have sexual intercourse with children and was going to take the victim into the woods and engage in sexual intercourse with him. Cross was given a term of 52 Weeks in a Juvenile Institution by Skagit County Juvenile Court for the Crime of Luring with sexual motivation. Cross was released from prison on 11-4-2013 after serving 50 months for the crime of Failure to Register as this was his 8th Failure to Register Conviction. Shall submit to polygraph testing as requested. Shall not possess or peruse pornographic materials. Shall have no contact with minors. Shall not use, possess, purchase or consume alcohol. Shall not enter bars, taverns or lounges. |
