| Comments: | In 1993, Michael Wayne CYSENSKY was convicted of Rape 2nd Degree. CYSENSKY had approached the adult female victim as she sat in her vehicle in a tavern parking lot. The victim had been sitting in her Jeep vehicle (with no doors) resting before she drove home from the tavern. CYSENSKY asked the victim if she was alright and then began making several sexual comments to the victim. The victim became concerned and moved her vehicle to a different location in the parking lot away from CYSENSKY and near her friend's vehicle. She again attempted to rest and was suddenly grabbed by the back of her head and forced out of the vehicle by CYSENSKY. He started punching her in the face numerous times breaking her nose and causing her to bleed profusely. CYSENSKY forced the victim onto her hands and knees and then ordered her to roll over on her back and take her pants off while threatening to assault her further. The victim complied, and when she attempted to remove her pants, CYSENSKY hit her in the face again. He then exposed his penis and started to masterbate while ordering the victim to masterbate herself while he watched. He told her not to stop or he would hit her again. CYSENSKY also penetrated the victim's vagina with his finger during the assault. As patrons started to exit the tavern, CYSENSKY made the victim get up and hide in her vehicle. CYSENSKY then fled the area. In 1989, CYSENSKY was convicted of Communication with a Minor for Immoral Purposes. CYSENSKY had gone into a fast food restaurant women's bathroom and looked under a stall in the bathroom occupied by the 12-year-old female victim. CYSENSKY offered the victim five dollars if she would stand up for him so that he could look at her. The victim refused and threatened to scream and CYSENSKY fled the area. It was later learned that another female victim had a similar experience at the same bathroom a week and a half earlier. Both victims were able to identify CYSENSKY as the suspect in their cases. CYSENSKY pled guilty to one count of Communication with a Minor for Immoral Purposes related to these incidents. In 1979, CYSENSKY was convicted of Indecent Liberties; however no details of this conviction were available at the time of this writing. CYSENSKY's criminal record includes the following; 1994 ' Assault 2nd degree and Bail Jumping. CYSENSKY had jumped bail on the Rape 2nd Degree case and had been stopped in a traffic violation. The officer attempted to arrest CYSENSKY and CYSENSKY attempted to run over the officer with his vehicle resulting in injuries to the officer. 1990 ' Resisting Arrest, 1990 ' Attempting to Elude, 1987 ' Simple Assualt/DV, and 1986 Criminal Trespass 1st Degree. CYSENSKY participated in the Sex Offender Treatment Program while he was incarcerated. He will be under community supervision by the Washington State Department of Corrections. Due to CYSENSKY's sexual and criminal history, he has been classified as a LEVEL 3 Sex Offender. This allows the Pierce County Sheriff's Department to disclose relevant, necessary, and accurate information to the public at large. This current notification is being done because CYSENSKY has recently been released from custody and moved to a location in unincorporated Pierce County. Sex Offender registration laws allow for the tracking of sexual offenders. It does not control the location of where an offender chooses to live. |
