| Commentaries: | Comments According to official documents Mower pled guilty in Skagit County Superior Court Juvenile Division on 07/15/1998 to one count of Rape of a Child in the First Degree. He was sentenced to 70 weeks in custody with the Washington State Juvenile Rehabilitation Administration. This conviction was the result of Mower sexually assaulting the unknown six year old male victim. Mower sexually assaulted the victim on the day that he met him. Mower invited the victim and another juvenile male to a wooded area to play. He then bribed the other boy to leave Mower alone with the victim. This was when the sexual assault took place. Later the same day Mower isolated the victim in Mowers home and sexually assaulted him again. Mower participated in sex offender treatment while in custody and while on juvenile parole. Most recently Mower served a 24 month prison sentence for Failure to Register as a Sex Offender. He is on active supervision with the Washington State Department of Corrections, Marysville office (360) 658-5200, for a period of 24 months and has the following conditions: Do not date women nor form relationships with families who have minor children, as directed by CCO Do not enter bars, taverns, casinos, or lounges or any location where alcohol is the primary item for sale Do not enter parks, playgrounds or schools or any place where children congregate as defined by community corrections officer Do not possess or peruse pornographic materials unless authorized Do not possess paraphernalia that can be used for ingestion or processing of controlled substances Do not purchase, own or have in your possession or under your control any firearm or deadly weapon Do not reside with anyone who is a parent/legal guardian of minor children Do not use , posess, purchase, or consume alcohol Do not use, possess or consume controlled substances unless you have a legally issued prescription Do not work at or be in places frequented by minors Enter into and successfully complete a sex offender treatment program with a certified sex offender treatment provider Have no contact with minors Must consent to DOC home visits to monitor compliance with supervision. Home visits include access for the purposes of visual inspection of all areas of residence in which the offender lives or has exclusive/joint control/access Obtain permission from CCO before changing residence Remain within or outside geographic boundaries as directed Report to and be available for contact with assigned community corrections officer as directed Shall reside at a location and under living arrangements as approved by CCO Submit to random urinalysis, breathalyzer, or polygraph testing as directed Will complete sex offender evaluation and comply with all recommended treatment |
