SUBMITTED BY: WATTS, ROSCOE 1299 (AR16-21388) (16-144995) DID, KNOWING HIS DRIVERâS LICENSE OR DRIVING PRIVILEGE HAD BEEN CANCELLED, SUSPENDED OR REVOKED, DRIVE A MOTOR VEHICLE UPON THE HIGHWAYS OF THIS STATE WHILE SUCH LICENSE OR PRIVILEGE WAS CANCELLED, IN VIOLATION OF FLORIDA STATE STATUTE 322.34(2). ON 102116, WHILE TRAVELING NORTHBOUND ON CARL G ROSE HIGHWAY, WHILE EN ROUTE TO AN UNRELATED CALL, I DID NOTICE A GRAY SMALL SIZE SPORT UTILITY VEHICLE (SUV) EXIT NORTH OAK RIVER WAY, HEADING WEST CROSSING CARL G ROSE HIGHWAY ALMOST CAUSING A MAJOR COLLISION. SAID VEHICLE DID TRAVEL THROUGH THE PARKING LOT OF THE SUNOCO GAS STATION, LOCATED AT 8520 NORTH CARL G ROSE HIGHWAY, AT A HIGH RATE OF SPEED. SAID VEHICLE THEN BEGAN TO TRAVEL WEST ON EAST WITHLACOOCHEE TRAIL. I DID CATCH UP WITH SAID VEHICLE and CONDUCTED A TRAFFIC STOP. THE DRIVER OF the 2001 KIA SPORTAGE, BEARING FLORIDA LICENSE PLATE GAHG81, DID PULL INTO THE DRIVEWAY AT 4701 EAST WITHLACOOCHEE TRAIL. I EXITED MY PATROL VEHICLE and ADVISED the DEFENDANT THE REASON WHY I STOPPED HIM, AT which TIME HE ADVISED HE KNEW HE ALMOST CAUSED A CRASH. I THEN ASKED the DEFENDANT FOR HIS DRIVER'S LICENSE, REGISTRATION AND PROOF OF INSURANCE. the DEFENDANT HESITATED, AT WHICH TIME I ASKED HIM AGAIN. AT THAT TIME, HE OPENED HIS WALLET AND I OBSERVED HIS FLORIDA IDENTIFICATION CARD. I THEN ASKED THE DEFENDANT IF HE HAD A FLORIDA DRIVER'S LICENSE, AT WHICH TIME HE ADVISED NO. I THEN RAN the DEFENDANTâS IDENTIFICATION NUMBER THROUGH TELETYPE WHICH ADVISED THE DEFENDANT DRIVER'S LICENSE PRIVILEGE HAD BEEN SUSPENDED ON 082515, IN REFERENCE TO A MARION COUNTY FINANCIAL OBLIGATION. I THEN ADVISED the DEFENDANT HE WAS BEING PLACED UNDER ARREST FOR DRIVING WHILE LICENSE SUSPENDED/REVOKED (KNOWINGLY). HE WAS HANDCUFFED BEHIND the BACK (DOUBLE LOCKED) AND SECURED IN the REAR OF MY PATROL VEHICLE. I THEN MADE CONTACT WITH THE REGISTERED OWNER, MS MARSHA DUDDERAR, VIA TELEPHONE NUMBER 904-796-7791. MS DUDDERAR ADVISED SHE WAS IN STARKE, FLORIDA, AND WAS NOT AVAILABLE TO PICK UP SAID VEHICLE ANY TIME SOON. I THEN ADVISED HER THAT HER VEHICLE WAS going TO BE TOWED. I DID REQUEST A WRECKER TO MY LOCATION. DISPATCH ADVISED THAT PRECISION TOWING WOULD BE EN ROUTE. I THEN CALLED BACK THE REGISTERED OWNER AND ADVISED HER THAT HER VEHICLE WAS BEING TOWED TO PRECISION TOWING AND PROVIDED HER THEIR NUMBER. PRECISION TOWING DID ARRIVE ON SCENE AT 1350 HOURS, AT which TIME I PRESENTED the TOW TRUCK DRIVER WITH A COMPLETED VEHICLE RECOVERY SHEET, WHICH HE DID SIGN. THIS FORM WAS LATER TURNED INTO RECORDS. I THEN TRANSPORTED THE DEFENDANT TO the CITRUS COUNTY DETENTION FACILITY FOR BOOKING AND PROCESSING. THE DEFENDANTâS BOND WAS SET AT $500.00, PER THE BOND SCHEDULE. THE DEFENDANT DID RECEIVE UNIFORM TRAFFIC CITATION NUMBER A1P2Z96, WITH A MANDATORY COURT DATE OF 110316 AT 1300 HOURS, AT THE CITRUS COUNTY COURTHOUSE. |
