SUBMITTED BY: CREEL, JUSTIN 0661 (AR11119762) UNLAWFULLY ENDANGER THE SAFETY OF ANOTHER OR THEIR PROPERTY WHILE INTOXICATED OR DID WHILE INTOXICATED OR DRINKING AN ALCOHOLIC BEVERAGE IN A PUBLIC PLACE CAUSE A PUBLIC DISTURBANCE, IN VIOLATION OF FLORIDA STATE STATUTE NUMBER 856.011. ON 031411 AT APPROXIMATELY 1800 HOURS, I RESPONDED TO THE INTERSECTION OF 1201 WEST MAIN STREET AND MONTGOMERY AVENUE IN INVERNESS AS A BACK-UP DEPUTY FOR DEPUTY RUBY. UPON ARRIVAL, DEPUTY RUBY ADVISED ME THAT HE HAD BEEN FLAGGED DOWN BY MULTIPLE VEHICLES THAT HAD BEEN STOPPED ON MAIN STREET; DUE TO A PEDESTRIAN LATER IDENTIFIED AS THE DEFENDANT, MR PAUL HANNON, LYING ON THE SIDEWALK. DEPUTY RUBY ADVISED THAT WHEN HE MADE CONTACT WITH THE DEFENDANT; THE DEFENDANT STATED THAT HE HAD A BROKEN LEG, AT WHICH TIME, EMERGENCY MEDICAL SERVICES (EMS) WAS NOTIFIED. IT WAS DISCOVERED THAT THE DEFENDANT DID NOT HAVE A BROKEN LEG WHICH THE DEFENDANT HAD REFUSED EMERGENCY MEDICAL SERVICES (EMS). WHILE DEPUTY RUBY AND I WERE SPEAKING WITH THE DEFENDANT; HE APPEARED TO BE EXTREMELY INTOXICATED, WHERE I NOTICED A STRONG ODOR OF AN ALCOHOLIC BEVERAGE EMITTING FROM HIS PERSON. AFTER FURTHER SPEAKING WITH THE DEFENDANT, WE OBSERVED A LARGE SCRAPE ON HIS FOREARM WHICH THE DEFENDANT STATED THAT HE HAD FALLEN OFF HIS BICYCLE, BEING DRUNK AND STUPID. THE DEFENDANT STATED THAT HE HAD GONE TO THE HOSPITAL EARLIER IN THE DAY AND THAT HE HAD TAKEN A VICADIN AND SOMETHING ELSE THAT HE COULD NOT REMEMBER. HE FURTHER STATED THAT HE HAD GONE TO THE "ABC" LIQUOR STORE AND HAD BOUGHT VODKA, WHICH TWO BOTTLES HAD BEEN DISCOVERED IN HIS BAG. ONE OF WHICH WAS EMPTY AND THE OTHER APPROXIMATELY TWO THIRDS EMPTY. ALSO WHILE SPEAKING WITH THE DEFENDANT, HE ATTEMPTED TO STAND UP SEVERAL TIMES, WHICH HE FELL FLAT ON THE GROUND EACH TIME BEFORE GETTING UP OFF OF HIS KNEES. THE DEFENDANT WAS ADVISED BY BOTH DEPUTY RUBY AND I TO STAY SEATED TO WHICH HE HAD NOT COMPLIED. THE DEFENDANT WAS PLACED UNDER ARREST FOR DISORDERLY INTOXICATION, HANDCUFFED (DOUBLE LOCKED) SECURED IN THE REAR SEAT OF MY PATROL VEHICLE AND TRANSPORTED TO THE CITRUS COUNTY DETENTION FACILITY (CCJ) FOR BOOKING AND PROCESSING. THE DEFENDANT'S BOND WAS SET AT $150.00 PER THE BOND SCHEDULE.
