| Commentaries: | Comments According to official documents, Harell Was charged with Rape in the 1st Degree, Rape in the 2nd Degree, 2 counts and entered an Alford plea for all three counts. In July of 1993, Harell sexually assaulted an unknown adult female who had ben sleeping. Harell entered the home via the garage and grabbed a bayonet-type knife and went into the basement finding the victim sleeping. The victim awoke and Harell pulled off a mask that he had been wearing and threatened the victim with a knife. This victim was then assaulted. In June of 1993 Harell sexually assaulted an unknown adult female. Again this victim was sleeping and awoke to Harell kissing her. Harell had on a kasl and the victim could fell a sharp object on her arm. The object was placed to her neck and Harell sexually assaulted this victim. In December of 1992 Harell sexually assaulted an unknown female. As in the other cases listed above Harell held a sharp object to the victims neck, sexually assaulted her. Harell was given a term of 194 months on Rape in the 1st degree and 130 months on the two counts of Rape 2nd degree on 1-25-1994. Harell was admitted to the Special Commitment Center. Harell stipulated to the court that he is a Sexually Violent Predator in July of 2011. The Court system has ordered that Harell be released to a Lee Restrictive setting. He will now reside in sex offender transition house. He will be on active supervision with the Marysville Office of the Department of Corrections. 360-658-2150. Shall not consume controlled substances except pursuant to lawfully issued prescriptions. Shall not possess or peruse pornographic materials.
