| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to Official documents, Rush between 8-27-98 and 1-31-2003 sexually assaulted his live-in girlfriends daughter between her ages of 5 and 9 on numerous occasions. For this crime he pled guilty to Child Molestation in the 1st degree and was given a term of 130 months to life in prison. After serving 130 months and completing treatment Rush was released from prison on 2-5-2014. In October of 1995 Rush, age 15 sexually assaulted a known 14 year old female. Rush had loaned some property to the victim and went to her home to retrieve it. The victim who had been in bed, let Rush in and showed him where he property was in her bedroom. Instead of taking his property and leaving, Rush proceeded to lie down on top of the victim and sexually assaulted the victim. Rush returned to the home and laid next to another 14 year old female and held her down on the floor and sexually assaulted this victim. On 10-23-1995 he was found guilty of this crime and was given a term of 40 weeks in a Juvenile Institution. SHALL NOT ENGAGE IN A ROMANTIC RELATIONSHIP WITHOUT FIRST DISCLOSING HIS STATUS AS A SEX OFFENDER AND THE NATURE OF HIS CRIMES. HE MUST DISCLOSE ANY ROMANTIC RELATIONSHIP TO HIS CORRECTIONS OFFICER. SHALL SUBMIT TO BREATHALYZER TESTING, URINE TESTING AND POLYGRAPH TESTING AS REQUESTED BY HIS CORRECTIONS OFFICER. SHALL HAVE NO DIRECT OR INDIRECT CONTACT WITH ANY VICTIM. SHALL NOT USE OR POSSESS DEADLY WEAPONS. SHALL NOT OWN, POSSESS, RECEIVE, SHIP OR TRANSPORT A FIREARM, AMMUNITION OR EXPLOSIVES. SHALL NOT POSSESS OR PERUSE PORNOGRAPHIC MATERIALS. SHALL NOT DATE INDIVIDUALS NOR FORM RELATIONSHIPS WITH FAMILIES WHO HAVE MINOR CHILDREN UNLESS HE RECEIVES PRIOR APPROVAL FROM HIM CORRECTIONS OFFICER. SHALL ENTER INTO AND SUCCESSFULLY COMPLETE A SEX OFFENDER TREATMENT PROGRAM WHILE IN THE COMMUNITY. SHALL HAVE NO CONTACT WITH MINORS. SHALL NOT ENTER BARS, TAVERNS, CASINOS AND COCKTAIL LOUNGES, WHERE ALCOHOL IS THE PRIMARY BEVERAGE SERVED. SHALL NOT LEAVE THE STATE OF WASHINGTON WITHOUT PRIOR WRITTEN PERMISSION OF HIS CORRECTIONS OFFICER. SHALL NOT FREQUENT AREAS WHERE MINOR CHILDREN ARE KNOWN TO CONGREGATE. |
