SUBMITTED BY: DERA, MARK 0688 (AR11119628) DID DRIVE A MOTOR VEHICLE UPON A HIGHWAY IN THE STATE OF FLORIDA WITHOUT HAVING A VALID DRIVER'S LICENSE AUTHORIZING HIM TO DO SO, IN VIOLATION OF FLORIDA STATE STATUTE 322.03(1). ON 030411 AT APPROXIMATELY 2100 HOURS WHILE ON ROUTINE PATROL IN THE CITY OF CRYSTAL RIVER, I OBSERVED A RED ACURA TRAVELING SOUTH BOUND ON HIGHWAY 19 GO PAST ME WITH A DEFECTIVE TAG LIGHT. I CONDUCTED A TRAFFIC STOP OF THE VEHICLE IN WHICH I MADE CONTACT WITH THE DRIVER, MR RAMSEY CUMPTON. I ASKED HIM FOR HIS DRIVER'S LICENSE, REGISTRATION, AND PROOF OF INSURANCE FOR THE VEHICLE, AT WHICH POINT, HE FIRST TOLD ME HE DID NOT HAVE HIS LICENSE WITH HIM AND LATER STATED THAT HE HAD A SUSPENDED LICENSE FROM LOUISIANA. AFTER FURTHER QUESTIONING, MR CUMPTON PROVIDED ME WITH A MISSISSIPPI IDENTIFICATION CARD AND STATED HE DOES NOT HAVE A VALID LICENSE. I RAN A DRIVER'S LICENSE CHECK WITH TELETYPE AND FCIC/NCIC FOR LOUISIANA, MISSISSIPPI, AND FLORIDA WHICH ALL CAME UP WITH NO RECORD. I PLACED MR RAMSEY CUMPTON UNDER ARREST FOR DRIVING WITH NO VALID DRIVER'S LICENSE, HANDCUFFED HIM, PLACED HIM IN THE REAR SEAT OF MY PATROL VEHICLE, AND TRANSPORTED HIM TO THE CITRUS COUNTY DETENTION FACILITY. THE DEFENDANT'S BOND WAS SET AT $150.00 PER THE BOND SCHEDULE. THE VEHICLE WAS LEFT ON SCENE WITH THE REGISTERED OWNER. I ISSUED MR CUMPTON A WRITTEN WARNING, NUMBER 319825B, FOR FAULTY EQUIPMENT FOR THE TAG LIGHT. I ALSO ISSUED HIM A CRIMINAL FLORIDA UNIFORM TRAFFIC CITATION (UTC), NUMBER 4767-GJX4, FOR NO DRIVER'S LICENSE WITH A MANDATORY COURT DATE OF 032411 AT 1300 HOURS.
