| Comments: | According to official documents, Raymond Lee KUPFER sexually assaulted a 3 year old neighbor girl in 1989. KUPFER was convicted of two counts of Child Molestation 1st degree for this offense behavior. KUPFER disclosed numerous other victims, including 18 month old familial female and 4 young males. KUPFER reportedly sexually assaulted the 18 month old familial female 2-3 timers per week for a year. KUPFER's sexual behavior with his victim's included intercourse, fellatio, and sexual fondling. KUPFER also disclosed exposing his penis to a stranger and sexually touching someone in a crowd on 4 occasions. KUPFER further disclosed sexually assaulting two additional male victims. One was a 6-7 year old and the other a 7-8 year old. KUPFER related that he was the leader of a sex club in his neighborhood and he either initiated the club members or coerced them to engage in sexual activities. KUPFER said these club practices occurred almost daily for approximately two years. In 2004 while working at a medical facility in Seattle, KUPFER sexually assaulted a female in a wheel chair. KUPFER plead guilty to Indecent Liberties and was sentenced to 9 months in jail. File materials reflect KUPFER did attend deviance treatment as a juvenile while incarcerated and upon release, but it is noted he made little progress and was disruptive to other youth in the program. It is also noted that he seemed to enjoy bragging about his sexual exploits. KUPFER has an extensive criminal history including convictions for Theft, Attempt Burglary, Burglary, Threats, Failure to Register (2 counts), Vehicle Prowling, Possession of Stolen Property (4 counts), Possession of Methamphetamine, Taking a Motor Vehicle without Permission, and Residential Burglary. Due to KUPFER's sexual and criminal history, he has been classified as a LEVEL 3 Sex Offender. |
