| Comments: | In 1993, Messmer pled guilty to Assault 2nd degree with sexual motivation. He was originally charged with Attempted Rape in the second degree. According to official documents, Messmer (age 39) saw the non-familial female victim at a party. He followed the victim as she was walking home from the party. He grabbed her and threw her on the ground and got on top of her. The victim screamed and Messmer covered her mouth to quiet her screams. The neighbors intervened and called the Police. Messmer told the Police that he was angered by the way she spoke to him and wanted to humiliate her by raping her. In 1982, Messmer reported to his parole officer he broke into a known female's house and raped her. Messner was convicted of Rape in the second degree and Burglary in the second degree. He was sentenced to a total of 20 years in confinement. On 12/11/98, Messmer was admitted to the Special Commitment Center for treatment under RCW 71.09 and was civilly committed as a Sexually Violent Predator. He participated in the sex offender treatment for the majority of his time at the SCC. In 2015, Messmer was authorized to leave the Special Commitment Center (SCC) on McNeil Island for a Less Restrictive Alternative (LRA) placement and reside at the Secure Community Transition Facility (SCTF) on McNeil Island.
