SUBMITTED BY: GREATREX, ROBERT 0287 (AR12124829) DID UNLAWFULLY HAVE IN HER ACTUAL OR CONSTRUCTIVE POSSESSION A CONTROLLED SUBSTANCE, TO WIT: A SMALL PLASTIC BAGGIE WITH SMALL TRACE AMOUNTS OF METHAMPHETAMINE TESTED IN AN APPROVED TEST KIT, IN VIOLATION OF FLORIDA STATE STATUTE 893.13(6)(A). ON 021612 AT APPROXIMATELY 1430 HOURS, DETECTIVE LAUGHLIN AND I WERE CONDUCTING EXTRA PATROL IN A HIGH TRAFFIC AREA. WE OBSERVED A SILVER DODGE DORANGO WHICH WAS PARKED DIAGONALLY IN THE ROADWAY BLOCKING BOTH LANES OF TRAFFIC. WE ALSO OBSERVED THAT THE DRIVER AND FRONT PASSENGER OF THE VEHICLE WERE NOT WEARING THEIR SEATBELTS AND A TRAFFIC STOP WAS CONDUCTED AT NORTH EAST AVENUE AND EAST MARS STREET. DETECTIVE LAUGHLIN MADE CONTACT WITH THE DRIVER, IDENTIFIED AS MR DAVID PRUITT, AND INFORMED HIM OF HIS INFRACTIONS. HE THEN COLLECTED MR PRUITT AND THE PASSENGER, MR JAMES BROOME'S, DRIVER'S LICENSE AND ID. K-9 DEPUTY DEARDEN ARRIVED ON SCENE WITH K-9 TYSON. DURING THIS TIME HE CONDUCTED AN EXTERIOR SNIFF OF the VEHICLE AND ALERTED ON THE VEHICLE. AFTER THE K-9 ALERTED ON THE VEHICLE, I MADE CONTACT WITH THE DEFENDANT/PASSENGER, MS REBECCA DUGAN, WHO WAS SEATED IN THE PASSENGER'S SIDE REAR SEAT OF the VEHICLE. I ADVISED HER THAT DUE to the K-9 MAKING A POSITIVE ALERT ON THE VEHICLE, WE WERE GOING TO SEARCH IT. DEFENDANT DUGAN AT THAT TIME HAD A PURSE WITH HER AND EXITED THE VEHICLE. I THEN ASKED HER IF SHE HAD ANYTHING IN HER POCKETS, TO WHICH SHE STATED THAT SHE DID. I ASKED HER TO REMOVE ALL CONTENTS FROM HER POCKETS, WHICH SHE DID TO INCLUDE A SMALL PLASTIC BAGGIE FROM HER RIGHT FRONT JEANS POCKET AND HANDED IT TO THIS DETECTIVE. MS DUGAN STATED THAT SHE DID NOT KNOW WHAT IT WAS AS SHE HAD JUST PICKED IT UP OFF OF THE GROUND TODAY. AFTER TAKING POSSESSION OF THE CLEAR PLASTIC BAGGIE THAT APPEARED TO HAVE TRACE AMOUNTS OF METHAMPHETAMINE WHICH I IDENTIFIED DUE TO MY TRAINING AND EXPERIENCE AS A LAW ENFORCEMENT OFFICER. I THEN USED AN APPROVED FIELD TEST KIT TO TEST THE CONTENTS INSIDE OF the PLASTIC BAGGIE WHICH DID POSITIVELY REVEAL TO BE METHAMPHETAMINE. THIS EVIDENCE WAS THEN PACKAGED AND BAGGED. THE DEFENDANT WAS ADVISED THAT SHE WAS BEING PLACED UNDER ARREST FOR THE POSSESSION OF METHAMPHETAMINE, HANDCUFFED, BEHIND HIS BACK, (DOUBLE LOCKED), SECURED IN THE REAR OF DEPUTY POLLARD'S PATROL VEHICLE AND TRANSPORTED TO THE CITRUS COUNTY DETENTION FACILITY FOR BOOKING AND PROCESSING. THE DEFENDANT'S BOND WAS SET AT $2,000.00, PER THE BOND SCHEDULE.
