| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official documents RICHARD L GARRISON was found guilty by Jury verdict on 4-2004 of Child Molestation 1st degree and Burglary 1st degree while armed with a deadly weapon. GARRISON at age 51 sexually assaulted his 11 year old granddaughter on one occasion. Approximately 10 days later GARRISON entered the victim's residence and attempted to abduct her at knifepoint while she slept on the couch. During the attempted abduction, GARRISON told the victim not to make any noise or he would kill her 3 year old brother who was sleeping on the floor. GARRISON attempted to put a cloth in the victim's mouth but failed. The victim was led to the front door where she screamed and attempted to pull away from GARRISON. The victim's mother awoke and GARRISON fled the house and drove away. GARRISON was sentenced to a minimum term of 82 months on the Child Molestation 1st degree and 34 months on the Burglary 1st degree while armed with a weapon. While in confinement, GARRISON completed the DOC Sex Offender Treatment Program. RICHARD L GARRISON is currently under WA DOC Supervision.
