| Comments: | Richard HOSIER was found guilty of Rape in the First Degree with a Deadly Weapon (Knife) on July 21, 1983, and was sentenced to a term of not more than 20 years. HOSIER was released from Prison in 1989. According to official file documents, a 16 year-old female was walking home when HOSIER offered her a ride, which she accepted. HOSIER threatened her with a knife and took her to a nearby park where he committed multiple sexual assaults on the victim. In 2003 HOSIER was convicted of two counts of Communication with a Minor for Immoral Purposes and one count of Attempted Communication with a Minor for Immoral Purposes. According to official file documents HOSIER left a series of degrading, sexually explicit letters addressed to a female neighbor who was a minor. The minor's parent found the notes. Subsequently, a number of other similar letters were seen near a day-care center and alongside an area where students at a beauty college took their breaks. This led to the police searching HOSIER's home where they found further evidence tying him to these letters as well as encountering other paraphernalia linking him to engaging in sexually aggressive and inappropirate activities directed at children. HOSIER was convicted and sentenced to 60 months. In 2003 HOSIER was found to be a Sexually Violent Predator pursuant to RCW 71.09 and was civilly committed to the Special Commitment Center (SCC) on McNeil Island. HOSIER has been authorized to leave the Special Commitment Center (SCC) on McNeil Island and reside at the Secure Community Transition Facility (SCTF) on McNeil Island. HOSIER will be escorted in the community when he leaves his secure housing. Due to his sexual criminal history HOSIER has been classified a LEVEL 3 sex offender. |
