SUBMITTED BY: COX, ANDREW 0543 (AR13-5147) DID UNLAWFULLY HAVE IN HIS ACTUAL OR CONSTRUCTIVE POSSESSION A CONTROLLED SUBSTANCE, TO WIT: METHAMPHETAMINE, IN VIOLATION OF FLORIDA STATE STATUTE 893.13(6)(A); DID, KNOWING HIS DRIVERâS LICENSE OR DRIVING PRIVILEGE HAD BEEN CANCELLED, SUSPENDED OR REVOKED, DRIVE A MOTOR VEHICLE UPON THE HIGHWAYS OF THIS STATE WHILE SUCH LICENSE OR PRIVILEGE WAS CANCELLED, IN VIOLATION OF FLORIDA STATE STATUTE 322.34(2)(A); DID KNOWINGLY ATTACH TO ANY MOTOR VEHICLE OR MOBILE HOME ANY REGISTRATION LICENSE PLATE, OR WHO KNOWINGLY ATTACHES ANY VALIDATION STICKER OR MOBILE HOME STICKER TO A REGISTRATION LICENSE PLATE, WHICH PLATE OR STICKER WAS NOT ISSUED AND ASSIGNED OR LAWFULLY TRANSFERRED TO SUCH VEHICLE, IS IN VIOLATION OF FLORIDA STATE STATUTE 320.261; DID KNOWINGLY OPERATE, ON THE ROADS OF THIS STATE, A VEHICLE THAT HAD NOT BEEN REGISTERED, IN VIOLATION OF FLORIDA STATE STATUTE 320.02(1); ON 040913, AT APPROXIMATELY 1705 HOURS, I OBSERVED A VEHICLE TO BE TRAVELING NORTH BOUND ON US HIGHWAY 19, WITH A VERY LARGE CRACKED WINDSHIELD. AS I APPROACHED THE VEHICLE, I OBSERVED THAT THE LICENSE PLATE WAS AN OLDER STYLE TAG, DISPLAYING AN EXPIRATION ON THE DECAL OF 1993. A RECORDS CHECK REVEALED NO RECORDS FOUND FOR THIS VEHICLE OR LICENSE PLATE. I INITIATED MY BLUE LIGHTS AND SIREN, CONDUCTING A TRAFFIC STOP ON A 1996, NISSAN, 4 DOOR, SILVER IN COLOR VEHICLE, BEARING FLORIDA LICENSE PLATE NUMBER BK489S. THE VEHICLE CONTINUED TRAVELING NORTH BOUND APPROXIMATELY 200 YARDS, AND THEN MADE A RIGHT HAND TURN IN TO THE WALGREENS PHARMACY PARKING LOT. AS IT DID SO AND THE VEHICLE WAS STILL MOVING, THE FEMALE WHO WAS SEATED IN THE FRONT PASSENGERâS SIDE SEAT UNLATCHED HER SEAT BELT, AND PREPARED TO EXIT THE VEHICLE. THE VEHICLE STOPPED DIRECTLY IN FRONT OF THE FRONT DOORS OF THE WALGREENS. AS THE VEHICLE CAME TO A STOP, THIS FEMALE PASSENGER IMMEDIATELY ATTEMPTED TO EXIT THE VEHICLE. I ADVISED HER TO STAY IN THE VEHICLE, AND THE DRIVER THEN PULLED IN TO A PARKING SPACE DIRECTLY TO THE LEFT OF THE FRONT DOORS. I THEN MADE CONTACT WITH THE DRIVER OF THE VEHICLE, LATER IDENTIFIED AS DEFENDANT MR RONALD LORAN GLOVER, JR. I ASKED THE DRIVER FOR HIS DRIVERâS LICENSE, AND HE PROVIDED ME WITH A FLORIDA IDENTIFICATION CARD. I ASKED THE DRIVER WHERE HIS DRIVERâS LICENSE WAS, TO WHICH HE ADVISED THAT HE HAD LEFT HIS LICENSE AT HOME. A RECORDS CHECK REVEALED THAT MR GLOVER ONLY HAD A FLORIDA IDENTIFICATION CARD, AND HAD A SUSPENDED GEORGIA DRIVERâS LICENSE. I THEN RETURNED TO THE VEHICLE, AND ASKED MR GLOVER TO STEP OUT. I OBSERVED A LARGE KNIFE STRAPPED ON TO HIS RIGHT HAND SIDE. I THEN IMMEDIATELY PLACED MR GLOVER IN HANDCUFFS, AND ADVISED HIM THAT HE WAS BEING DETAINED IN REFERENCE TO OPERATING A VEHICLE ON A SUSPENDED DRIVERâS LICENSE, AND DRIVING A VEHICLE WITH A TAG NOT ASSIGNED. I THEN CONFIRMED THAT THE VEHICLE WAS UNREGISTERED THROUGH A VEHICLE IDENTIFICATION NUMBER (VIN) CHECK. A SHORT TIME LATER, DEPUTY CRIDLAND ARRIVED ON SCENE. I THEN ADVISED MR GLOVER THAT HE WAS BEING PLACED UNDER ARREST, FOR DRIVING WHILE LICENSE SUSPENDED, OPERATING AN UNREGISTERED MOTOR VEHICLE, AND TAG ATTACHED NOT ASSIGNED. AS I SEARCHED THE DEFENDANT, MR GLOVER; I LOCATED IN HIS FRONT RIGHT JEANS POCKET, WHICH IS THE SMALL POCKET LOCATED OVER THE MAIN POCKET, COMMONLY KNOWN AS THE COIN POCKET, I FELT A SQUARE OBJECT. UPON REMOVING THE OBJECT, IT WAS FOUND TO BE A CASE, COMMONLY USED TO HOLD AUTOMOTIVE FUSES. I INSPECTED THIS CASE AND OBSERVED THAT IT CONTAINED A WHITE PIECE OF PAPER INSIDE OF IT. I HELD ON TO THIS CASE, AND DEPUTY CRIDLAND THEN SECURED MR GLOVER IN THE REAR OF HIS PATROL VEHICLE. I THEN CONDUCTED AN EXTERIOR SNIFF OF THE VEHICLE UTILIZING MY CANINE PARTNER, PRIEST. PRIEST DID ALERT ON THE VEHICLE, AT WHICH POINT HE WAS RESECURED IN MY VEHICLE, AND I CONDUCTED A SEARCH OF THE VEHICLE. DURING THIS SEARCH, I FOUND CANNABIS SHAKE SPRINKLED THROUGHOUT THE ENTIRE VEHICLE. I THEN SEARCHED THE PASSENGER, LATER IDENTIFIED AS DEFENDANT MS KAREN BUENO CURRY. ON MS CURRYâS PERSON, IN HER PURSE, I DID LOCATE TWO TABLETS, WHICH WERE LATER CONFIRMED BY POISON CONTROL AS THORAZINE, 100 MILLIGRAM TABLETS. THESE PILLS WERE NOT KEPT IN A CONTAINER, AND MS CURRY DID NOT HAVE A PRESCRIPTION FOR THE PILLS. I THEN ADVISED MS CURRY THAT SHE WAS BEING PLACED UNDER ARREST, FOR POSSESSION OF A PRESCRIPTION MEDICATION WITHOUT A VALID PRESCRIPTION. SHE WAS HANDCUFFED AND DOUBLE LOCKED BEHIND HER BACK. SHE WAS THEN SEARCHED BY DEPUTY ALEXANDER FOR FURTHER CONTRABAND, WHICH YIELDED NEGATIVE RESULTS. THE ENTIRE VEHICLE WAS THOROUGHLY SEARCHED, AND YIELDED NO OTHER WEAPONS OR CONTRABAND. DUE TO THE VEHICLE BEING UNREGISTERED AND HAVING NO INSURANCE, IT WAS TOWED BY ALL PRESTIGE AUTO TOWING. I THEN OPENED THE CLEAR PLASTIC CASE WHICH I HAD FOUND ON DEFENDANT MR GLOVER, AND CAREFULLY UNWRAPPED THE WHITE PAPER INSIDE. I OBSERVED A WHITE CRYSTALLINE SUBSTANCE, WHICH BASED ON MY TRAINING AND EXPERIENCE, I BELIEVED TO BE METHAMPHETAMINE. I THEN UTILIZED AN AGENCY ISSUED FIELD TEST KIT ON THE SUBSTANCE, WHICH YIELDED A POSITIVE RESULT FOR THE PRESENCE OF METHAMPHETAMINE. DEPUTY CRIDLAND TRANSPORTED DEFENDANT MR GLOVER TO THE CITRUS COUNTY DETENTION FACILITY, AND DEPUTY ALEXANDER TRANSPORTED DEFENDANT MS CURRY TO THE CITRUS COUNTY DETENTION FACILITY. I ARRIVED AT THE CITRUS COUNTY DETENTION FACILITY SHORTLY AFTER TO COMPLETE THE BOOKING PROCESS. THE METHAMPHETAMINE WAS LATER WEIGHED, AND THE TOTAL PACKAGE WEIGHT WAS FOUND TO BE 5.5 GRAMS, THE SINGLE MEDIUM SIZED SHARD OF METHAMPHETAMINE WAS FOUND TO WEIGH 0.5 GRAMS. THE METHAMPHETAMINE, TWO THORAZINE PILLS, UNREGISTERED LICENSE PLATE AND DECAL, AND KNIFE WERE PACKAGED AND LATER TURNED IN TO CITRUS COUNTY SHERIFF'S OFFICE EVIDENCE DIVISION. DEFENDANT MR RONALD LOREN GLOVER, JR WAS CHARGED WITH ONE COUNT OF DRIVING WHILE LICENSE SUSPENDED, OPERATING A VEHICLE WITHOUT A VALID REGISTRATION, TAG NOT ASSIGNED, AND POSSESSION OF METHAMPHETAMINE, WITH HIS BOND SET AT A TOTAL OF $6,000.00, PER THE BOND SCHEDULE. DEFENDANT MS KAREN BUENO CURRY WAS CHARGED WITH ONE COUNT OF POSSESSION OF A CONTROLLED SUBSTANCE WITHOUT A VALID PRESCRIPTION, WITH HER BOND SET AT $250.00, PER THE BOND SCHEDULE. |
