| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. 1977-Kidnapping 1ST Degree, Spokane County. According to official documents, Mr. Gober sexually molested a 3-year-old female victim, whom he did not know, on one occasion. Disposition: Mr. Gober was sentenced to 20 years' imprisonment, deferred + six years' probation + committed to Eastern State Hospital for treatment as a sexual psychopath. He remained there until 1981 when he was placed in outpatient treatment and work release. 1981-Attempted Rape - Mr. Gober approached the 13-year-old female victim as she was walking to school. Mr. Gober knocked the victim to the ground and then fondled her. He then attempted to undo her pants as the victim continued to resist. The victim's screams were heard by other students on their way to school. Gober released the victim and fled the area. 1981-Indecent Liberties, Spokane County. According to Official documents this offense occurred approximately 8 months after Mr. Gober was placed on work release from the Kidnapping charge (1977 above). Mr. Gober encountered a 9-year-old girl and her brother who were walking down an alley on their way to school. Mr. Gober exposed himself to the children by unzipping his pants. He grabbed the female, unzipped her pants and rubbed her private area outside her underclothing. The victim then began calling out for her mother and Mr. Gober left the scene. Disposition: Mr. Gober was sentenced to an indeterminate sentence of not more than 10 years. He was also sentenced to an indeterminate term of 20 years based on his deferred sentence from the 1977 Kidnapping charge. 1990-Assault 4th Degree: While on supervision with Washington State Department of Corrections in 1990, Mr. Gober spent the evening drinking at a friend's house. He recalled leaving the home very intoxicated after consuming rum and coke throughout the evening. After leaving his friend's house he sexually assaulted threel teen females. While getting out of his vehicle and walking to the door he noticed and approached three teenage females; a 17-year-old and two 16-year-olds as they were walking down the street. Mr. Gober came up behind the 17-year-old and grabbed her and fondled her private areas. He then picked her up and tried to carry her away from the other two females. The victim was able to break free. Mr. Gober fled the scene. The females chased Mr. Gober, caught him and held him until the police arrived. Disposition: The assault charges were dismissed; however, due to the fact that Mr. Gober was drinking at the time of the offense, his parole was revoked and he was returned to DOC custody. Mr. Ronald C. Gober was admitted to the Special Commitment Center (SCC) on 06/11/99 pursuant to RCW 71.09 for evaluation, care, control and treatment of his sexually violent behavior. Mr. Gober participated in sex offense-specific treatment at the SCC and was conditionally released on a Less Restrictive Alternative on 5/18/2016.
