| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to file material and official court documents Roscoe K. Jordan was convicted of Rape of a Child 2nd Degree and Communication with a Minor for Immoral purposes stemming from incidents which occurred in 2004. Both victims were 13 years of age and known to the offender, Jordan (age 18). In the first incident, Jordan had forcible sex with the victim after following the victim into the bathroom of her residence. File material disclosed Jordan provided Marijuana and alcohol to the victim prior to the offense. The second offense; Jordan (age 18) had sexual contact with the known 13 year old victim on several occasions. Jordan was related to the victim as a step uncle. Jordan lived with the victim''s family for a short time in the summer of 2004. During that time Jordan and the 13 year old victim had sexual contact to include intercourse approximately 10 times. Jordan fled the state to Minnesota after charges were file and a warrant was issued. Jordan was located and extradited back to Washington State and booked into the Pierce County Jail. Jordan completed the institutional phase of the DOC Sex Offender Treatment Program on 12-9-2013.
