Probable cause affidavit: SUBMITTED BY: CANFIELD, LAIRD 0544 (AR08102114) On 031008 at 1346 HOURS I was stopped for a red light in the outside, northbound lane of US Hwy 19 and 5th STREET IN CRYSTAL RIVER. The light changed to green for US 19 traffic, at which time I observed a black SPORT UTILITY VEHICLE proceeding eastbound across US 19 from 5th STREET. I also observed the driver looking at me while he crossed US 19. After the vehicle passed, I turned onto HIGHWAY 44 to get behind the vehicle and noticed the vehicle signal for a right turn. The vehicle then turned from the inside lane, across the outside lane and into the CVS parking lot where it stopped. I activated my emergency warning lights and in-car video system, then made contact with the driver/ Defendant, MR Ryan W SaiNtAndre. I asked the driver for his Driver's license and the driver complied with my request. I also observed he appeared to be agitated. While writing the citation, the driver kept looking back and saying something. I approached the driver to see if he needed anything and explained to him it would take longer to complete the citation if I had to exit the vehicle and speak with him. At thAT time I requested another Deputy to respond to my location. Deputy BOBBY Lambert AND DEPUTY JONATHAN LABELLE arrived to observe the driver while I completed the citation. Upon completing the citation, I exited my patrol vehicle and requested the driver to exit his vehicle and approach mine. I had to repeat my request a second time before the driver exited his vehicle and approached. Once the driver was at my patrol vehicle, I began to explain the citation and the driver walked back to his vehicle. I raised my voice to get the driver's attention and Deputy Lambert stepped in front of the driver to prevent him from leaving in his vehicle. I approached the driver and explained to him that if he failed to sign the citation, he would be arrested, to which the driver responded, "not really." I again attempted to explain the citation to the driver and he interrupted, stating he wanted to use a TELEPHONE. I completed my explanation of the citation, at which time the driver stated he was going to call his moTHER. The driver then reached in the window of his vehicle, Grabbed the keys and attempted to leave the area on foot. At thAT time, I told the driver he was under arrest, grabbed his left hand, placed it behind his back and turned him so his front side was against the left fender of his vehicle. Deputy LABELLE grabbed the driver's right hand and held it behind his bAck, WITH DEPUTY LAMBERT ASSISTING. The driver was handcuffed (double-locked), searched and placed in the rear seat of my patrol vehicle. The vehicle was turned over to THE driver's parents per his request. The driver was transported to the Citrus County Detention Center for booking and processing and his bond was set at $150.00 per the bond schedule. A DVD copy of the incident was made and later turned into records. *NOT-EXEMPT*
