Comments: Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official documents, Ezell was convicted by jury verdict of 5 counts of Rape in the 1st Degree and 1 count of Kidnapping in the 1st degree on February 16, 1995 in Snohomish County superior Court. He was given a term of 204 months in prison. Ezell repeatedly rape two females adults unknown to him on two consecutive days. One victim was walking to the store when Ezell came upon her from behind and grabbed this victim, placing a knife to her throat. This victim was forced into his car and taken to an isolated area and rape her several times over a 4 hour period. Ezell released this victim, but made threats to kill her if she called the police. The next day Ezell picked up a female who was unknown to him who was hitchhiking and gave her a ride. Ezell talked sexually to her and offered her money for sex, which she refused. Ezell drove to an isolated area which was the same location of where he took the other victim. Ezell grabbed the victim by her hair and placed a razor to her neck and stated he would "slit" her if she did not do what he told her. Ezell raped this victim several times. During the rapes this victim was able to open the driver's door as the passenger door would not open from the inside. A citizen heard the victim's screams and flagged down a police vehicle. Ezell was arrested with razor blades, victim's property. Ezell was charged with 7 counts of 1st Degree Rape and 2 Counts of 1st Degree Kidnapping. He was acquitted of 2 counts of Rape 1st Degree and 1 Count of Kidnapping in the 1st Degree. He served his 204 months and was placed in the Civil Commitment Center on July 1, 2011. On 5-29-2013 a Snohomish County Jury found that he does not meet the requirements for Civil Commitment and he was released on 5-31-2013. Ezell is on active Supervision with the Everett Office of the Department of Corrections: 425-356-2800 " Probation Conditions Shall not purchase, own, have in his possession or under his control any firearm or deadly weapon. Shall have no direct or indirect contact with any victim. Shall not use, possess, consume any controlled substances without a lawfully issued prescription.
