Commentaries: Comments Abide by GPS monitoring as directed by community corrections officer Abide by curfew rules as directed by supervising CCO According to official documents Roberts pled guilty in Kitsap County Superior Court on 09/07/2004 to two counts of Child Molestation in the First Degree. He was sentenced to a minimum 78 month prison sentence with a maximum term of life. These convictions were the result of Roberts sexually assaulting the known nine year old and known six year old female victims. Roberts was the pastor at the victims' church and it was common for children to spend the night at his home. Roberts sexually assaulted the older victim while he was sleeping on the floor with the children. It was later determined that Roberts had sexually assaulted this victim on several occasions over a period of four years. Roberts later admitted he had also sexually assaulted the six year old victim during the time of the sleep over and next day. Roberts has additionally admitted to sexually assaulting two additional known female victims who were five and eight or nine years old. He has also admitted to peeping on adult and teenage females and that he had planned those incidents. He was not charged with a crime regarding these incidents. Roberts completed the sex offender treatment program while in prison. Roberts will be on active supervision with the Washington State Department of Corrections, Everett Field Office (425) 290-3200, for life and has the following conditions: Do not access the internet or email by electronic devices on any computer in any location, unless access is approved by CCO and Treatment provider. Any computer that has access to the internet is subject to search Do not attend church services, meetings, and bible studies where minors are present unless you have prior approval from your CCO and are accompanied by an adult approved by your CCO after full disclosure of your crimes Do not engage in intimate or romantic relationships with individuals who have care and custody of minor children without authorization from your CCO Do not enter bars, taverns, casinos, or lounges or any location where alcohol is the primary item for sale Do not enter parks, playgrounds or schools or any place where children congregate as defined by community corrections officer Do not enter sex related business to include X-rated movies Do not possess or access sexually explicit materials unless approved by CCS-SOTP and or CCO. Sexually explicit materials are any pictorial representations of adults or minors that are intended for sexual gratification. This includes, but is not limited to, material involving males, females, and or minors which show genitalia, bodily excretory behvior that appears to be sexual in nature, physical stimulation of unclothed genitals, masturbation, sodomy (I.E. bestiality or oral or anal intercourse), flagellation or torture in the context of a sexual relationship, or emphasizing the depiction of human genitals. Works of are or of anthropological significance are not considered sexually explicit materials Do not possess or peruse pornographic materials unless authorized Do not purchase, own or have in your possession or under your control any firearm or deadly weapon Do not remain overnight in a residence where minor children live or are spending the night Do not remain overnight in a residence where minor children live or are spending the night Do not reside with anyone who is a parent/legal guardian of minor children Do not seek employment or volunteer in positions which place you in contact with or in control over minor children Do not use , posess, purchase, or consume alcohol Do not use, possess or consume controlled substances unless you have a legally issued prescription Do not work at or be in places frequented by minors Enter into and successfully participate in counseling program as directed by community corrections officer Have no contact with minors Have no contact with victim(s), or victim's family members for life Maintain lawful employment and provide proof of employment to DOC staff as directed Must consent to DOC home visits to monitor compliance with supervision. Home visits include access for the purposes of visual inspection of all areas of residence in which the offender lives or has exclusive/joint control/access Obtain permission before traveling outside of county in which you reside Remain within or outside geographic boundaries as directed Report to and be available for contact with assigned community corrections officer as directed Shall reside at a location and under living arrangements as approved by CCO Submit to polygraph examinations as directed Submit to search of your person, residence, vehicle and possessions whenever requested by CCO Upon release, you must enter and seccessfully complete the community phase of the DOC sex offender treatment program, or a comparable sex offender treatment program as approved by your CCO You may not leave the State of Washington without prior written permission from the ISRB and your CCO
