| Comments: | In 2000 Liebich, 13-years old, was arrested for having sexual contact with a 7-year old relative. Liebich, at the time, was found incompetent to stand trial because he is developmentally delayed. In 2004, 16-year old Liebich was convicted for Indecent Liberties with Forcible Compulsion after luring a known 19-year old female, who was also developmentally delayed. Once alone, Liebich began sexually assaulting the female victim. This time Liebich was found competent for trial. As a result of the conviction Liebich was sentenced to 104 weeks in custody and completed an Outpatient Sex Offender Treatment Program. Liebich was categorized as a Level III Offender based on an inability to control his compulsion and a history of sexually inappropriate behavior. Because of his Level III Offender status Community notification is required. |
