| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official documents SHANE ALLEN JACKSON was convicted by jury on 11-2013 on the charge of RAPE 3rd Degree. The incident took place on 8-2012 while JACKSON (28 YOA) and a known 20 YOA known female were drinking at a residence with JACKSON'S girlfriend. The three became intoxicated and JACKSON'S girlfriend was helped to bed after she became sick from drinking. The 20 year old victim began cleaning up the residence and went outside to make sure the bon fire was extinguished. When she returned to the home, JACKSON began kissing her. The victim told JACKSON "no stop". JACKSON continued, the victim pushed him away and again told him "no stop". JACKSON continued and placed the victim on the washing machine where the two continued kissing. The victim told police "I went along with it". JACKSON put his hands down the victim's shorts and removed them. The victim told him "no, don't". The victim told JACKSON she was feeling dizzy and needed to go to bed. JACKSON took the victim to his brother's room and had her lay on the bed. The victim was about to pass out when JACKSON began removing her shorts and got on top of her. The victim told JACKSON several times to "stop" and "no I don't want to". She then told JACKSON she did not have and condom and was not on birth control. JACKSON left the room and returned with a condom. The victim pretended she was asleep when he returned. She opened her eyes to see JACKSON had removed his penis from his underwear and began to have intercourse with the victim. Do to her intoxication she was unable to fight off JACKSON and felt "completely defeated". JACKSON eventually stopped and the victim left the room. A Police report was filed by the victim. JACKSON was sentenced to 20 months confinement and 36 month Community Custody. In 10-2007 JACKSON (23YOA) sexually assaulted an unknown 15 year old female where he was attending an adult party upstairs while a teen birthday party was downstairs at the same residence. JACKSON began talking to the victim and eventually led her to his vehicle where the sexual assault took place. An adult party goer found the two in JACKSON'S vehicle, the victim naked and Jackson on top of her. Law enforcement was contacted. JACKSON wrote a statement and admitted he made a mistake as the result of intoxication and bad judgment. JACKSON pled guilty on 7-2008 to CHILD MOLESTATION 3rd Degree. He was sentenced to 6 month confinement and 12 months Community Custody on 9-2008. SHANE A JACKSON is currently under WA DOC Supervision.
