| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. STANLEY E. SECOR at age 12 sexually assaulted two known males ages 4 and 6 years of age between the dates of 3/1/2002 and 3/31/2002. 1/2012 SECOR at age 22 sexually assaulted a known female 13 years of age. SECOR came into contact wit ht he victim after she had been consuming alcohol and was returning from a party. SECOR gave the victim a pill (Clonidine) and carried the victim to her bed. The victim told Police the pill rendered her motionless. SECOR then put his hand down the victims pants and attempted to sexually assault her. Three male came int othe bedroom and removed SECOR from the bed. On 2/5/2012 SECOR was contacted by Police. SECOR immediately put his hands out and stated "Go ahead amd take me to jail". SECOR admitted to giving the victim a pill and attempting to sexually assault her. 7/26/2012 SECOR pled Guilty Communication with a Minor for Immoral Purposes and was sentenced to 60 month confinement. SECOR was released from custody on 9/29/2016. He will be supervised by the WA Department of Corrections, Marysville Field Office for a period of 36 months.
