| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to Official documents, on 04/02/06, O'Dell (age 21) and an adult male accomplice sexually assaulted an unknown 25 year old female. O'Dell admitted that he, his accomplice and the victim had been consuming alcohol and methamphetamine during the night of the offense. O'Dell disclosed that he and his accomplice made a plan to sexually assault the victim when she arrived at his residence. O'Dell indicated that he planned to isolate and drug the victim, and then talk her out of her clothing using manipulation. O'Dell will be supervised for the maximum sentence for his offense, which is Life.
