Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official records, Norris pled guilty on 3-29-2012 to the crime of Voyeurism in King County Superior Court and was given a term of 24 months in prison. On 11-05-2011 Norris, age 40 was caught looking inside the residence of an unknown adult female. The victim called 911 and told family members what had taken place. Norris was detained by family members until the police arrived after being found looking into another bedroom window of the home. On 6-10-2010 Norris, age 39 went onto the property of an unknown adult female and exposed himself while looking into her window. The police were called and he was located a few blocks away and identified as the person looking into the window. He was arrested and was given a term of 12 months and a day on 3-18-2011 with credit for time already served. He was released on 8-31-2011 for that crime. On 2-24-2010 Norris again went onto the property of another unknown female and stared at the victim through her kitchen window. Norris again had his penis exposed to this victim. He was convicted of 4-16-2010 and was given a term of 45 days in jail. Norris is on active supervision for a period of 36 months with the Everett Office of the Department of Corrections. 425-356-2800 " Probation Conditions Shall not consume controlled substances except pursuant to lawfully issued prescriptions. Shall not possess or peruse pornographic materials. Shall not enter sex related business to include X-Rated movies. Shall not purchase, own, have in his possession or under his control any firearm or deadly weapon. Shall have no direct or indirect contact with any victim. Shall enter into and successfully complete sex offender treatment. Shall submit to breathalyzer and polygraph testing as required. Shall not reside with anyone who is a parent/legal guardian of minor children. Shall obey all Municipal, County, State, Tribal and Federal laws. Obey all laws. Do not have direct or indirect contact with the victim under this cause. Do not initiate or prolong physical contact with children for any reason. Do not enter areas/places where minors are known to congregate without the specific permission of the sexual deviancy counselor or the CCO. Inform the CCO of any romantic relationships to veify there ar no victim age children involved, and that the adult is aware of your conviction history and conditions of supervision. Have no contact with the victim or any minor age children without the approval of your CCO. Hold no position of authority or trust involving children. Do no possess or peruse pornographic materials unless given prior approval by your sexual deviancy treatment specialist and/or CCO. Pornographic materials are to be defined b y the therapist and/or CCO. Do not attend X-Rated movies, peep shows or adult bookstores without the approval of the sexual deviancy treatment specialist CCO. If directed by your sexual deviancy treatment specialist or CCO, obtain a mental health evaluation from a qualified provider and complete all treatment recommendations. If directed by your sexual deviancy treatment specialist or CCO, undergo an evaluation regarding substance abuse at your expense and follow any recommended treatment as a result of that evaluation. Do not use or possess illegal or controlled substances without the written prescription of a licensed physician to verify compliance, submit to testing and reasonable searches of your person, residence and vehicle. Do not purchase, possess, or use alcohol (veberage or medicinal), and submit to testing and reasonable searches of your person, residence, proberty and vehicle by the CCo to monitor compliance. Do not change residence without the approval of your CCO. Maintain CCO approved employment and notify your employer regarding your history of sexual deviancy and rules and regulations regarding children and legal status.l Pay for counseling costs for victims and families. Within 30 days of sentencing submit to DNA and HIV testing as required by law. Do not change therapists without prior approval of your community corrections officer. Inform the CCO of any romantic relationships to verify there ar no victim age children involved, and that the adult is aware of your conviction history and conditions of supervision. Do no possess or peruse pornographic materials unless given prior approval by your sexual deviancy treatment specialist and/or CCO. Pornographic materials are to be defined by the therapist and/or CCO. Do not purchase, possess, or use alcohol (beverage or medicinal), and submit to testing and reasonable searches of your person, residence, proberty and vehicle by the CCO to monitor compliance.
