| Comments: | Sex offenders have always lived in our communities. This notification is not to increase fear; rather, it is our belief an informed community is a safer community. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. The Lake Stevens Police Department will be hosting a Community Meeting regarding this offender on February 3, 2014 at 7:00 pm. The meeting will be held at the Lake Stevens School District Administration Building located at 12309 22nd St NE, Lake Stevens lower level. According to official documents, Hammons entered into a Juvenile Institution for the crime of Unlawful Imprisonment with Sexual Motivation on July 31, 2002. Hammons was completely naked and was waiting outside a bathroom, when a known adult female attempted to exit the bathroom after taking a shower. The adult female after some time was able to push by Hammons and was able to call 911. Hammons pled guilty to this crime. Hammons was convicted of Assault 4th Degree in King County court on October 28, 2003. Hammons was a resident of Echo Glen and was informed to change into a jumpsuit. Hammons knocked on the door indicating that he had changed. The victim opened the door to find that Hammons was nude. The victim attempted to close the door but was not able to. Hammons then grabbed the female's buttocks and crotch area. The victim was able to free herself and lock Hammons into a room. Hammons was released from the Juvenile institution on January 30, 2004 Hammons in February of 2005 was a resident of a group home and sexually assaulted a known adult female. Hammons made a request that this victim get a fan from the storage area for him to use. The victim went into the storage area to get the fan and heard a noise behind her. The victim turned around to find Hammons standing behind her. Hammons pushed her to the floor and started to get on top of her. The victim began to actively fight him off. Hammons attempted several times to pull off the victim pants and had pulled his own pants down. The victim, after sometime was able to get away and told him to leave. Hammons fled the house and was later apprehended by the police. Hammons was convicted of Attempted Rape in the 2nd degree and went to a juvenile Institution until his 21 birthday. Hammons had been in sex offender treatment for several months before his release from the Juvenile Institution and was in treatment while in the community. Hammons was released from the Institution on 1-30-2004 and registered as required being homeless at the time of his Release. Hammons most current conviction was for Failure to register as a sex offender. Hammons was transient and failed to report every Tuesday as required by law. He was given a term of 43 months in prison. Upon his release he registered as required. He will be under the supervision of the Marysville Office of the Department of Corrections. 360-658-2150 and will be supervised for 36 months. " Probation Conditions Shall not use,possess,consume any controlled substances without a lawfully issued prescription. Shall have not direct or indirect contact with any victim. Shall not enter sex related business to include x-rated movies. Shall not enter drug areas as defined by court or Community Corrections Officer. Enter into and successfully participate in any DOC program as directed. Shall not purchase, own or have in his possession or under his control any firearm or deadly weapon. Obey all municipal, county, state, tribal and federal laws. Shall not possess electronic devices. |
