| Comments: | According to official documents, in 2003 (when ROWLAND was 21 years old), he raped a 13 year old non-familial girl. ROWLAND met the girl at a dinner for the homeless in downtown Tacoma. ROWLAND was transient at the time. Sometime after ROWLAND met the girl, he moved in with the victim's family. The sexual assaults were discovered when the girl became pregnant by ROWLAND. ROWLAND admitted to sexually assaulting the girl and was found guilty of Rape of a Child in the 3rd Degree. In 1999 (when ROWLAND was 17 years old), he raped a known 18 year non-familial, deaf female. ROWLAND lived two houses away from the victim for approximately 10 years and had been warned numerous times about coming to the house. ROWLAND followed the victim home and went into her house even though she'd clearly communicated, No, to ROWLAND. The Court found ROWLAND clearly understood the victim communicated, No. ROWLAND raped the victim on her own bed. The victim's mother arrived home to find the ROWLAND with the victim who was noticeably trembling and afraid. When questioned by police, ROWLAND eventually admitted to the Rape and said he'd taken advantage of the victim because of her disability. For this incident, ROWLAND was found guilty of Burglary 1st Degree and Rape 2nd Degree. ROWLAND did complete the Sex Offender Treatment Program, but it is noted he made inconsistent progress. Other treatment notes state ROWLAND often missed appointments, gained very little from treatment, and is a high risk to the community. ROWLAND's criminal history includes convictions for Fail to Register (two counts), Theft 3rd Degree, Hit and Run Unattended Vehicle, and Protection Order Violation. Due to ROWLAND's sexual criminal history, he has been classified as a LEVEL 3 Sex Offender. |
