| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official documents, Kelly pled guilty to the crimes of Rape of a Child 3rd Degree and Rape of a Child 3 Degree-DV and was given a term of 60 months in prison. Between October of 2005 and April of 2008, Kelly (17-20 years of age) had a "dating relationship with a minor female from her ages 13 to 15. Kelly had forced sexually relations with this victim. Between October of 2006 and October of 2008 when Kelly was between the ages of 18-20 he entered into a relationship with a female between the ages of 14-15. The victim became pregnant. The victim reports that during her time with Kelly he held her down on three occasions and sexually assaulted her. During the investigation of Kelly's crime he was interviewed in regards to the first sexual assault and then returned to the State of California. He was arrested in April of 2009 in California and returned to the State of Washington to face his charges. Kelly completed the institutional phase of the DOC Sex Offender Treatment Program while in prison. He is being supervised by the Lynnwood Office of the Department of Corrections. 425-771-7116 " Probation Conditions Shall not enter sex related business to include X-rated movies. Shall not possess or peruse pornographic materials. Shall not enter parks, playgrounds or schools. Shall not date women or form relationships with families who have minor children and shall not remain in a residence where minor children live or are spending the night. Shall not reside with anyone who is a parent/legal guardian of minor children. Shall not seek employment or volunteer positions which place him in contact or control over minor children. Shall have no contact with minors. Shall not work or be in places frequented by minors. Shall not consume controlled substance except pursuant to lawfully issued prescriptions. Submit to breathalyzer testing as required. May have supervised contact with his own children providing that the supervising adult has knowledge of his convictions. Shall not use, possess, purchase or consume alcohol. Shall not purchase, own, have in his possession or under his control any firearm or deadly weapon. Shall have no direct or indirect contact with any victim. |
