Comments: Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official documents on or about 10/2005 Clarke (age20) physically and sexually assaulted a 24 year old female and physically assaulted her 22 year old female roommate. Clarke met the victims for the first time that evening at a club in Seattle, WA. Clarke and his male friend were invited back to the victim's apartment where they smoked marijuana. At some point, victim #1 was talking on the phone and Clarke walked up to her with his penis exposed. Clarke began to act more unreasonable accusing the victim of taking money from him. Because of his inappropriate behavior he and his friend were asked to leave. Victim #2 was passed out on the couch. Clark began calling the females names. He walked up behind victim #1 and grabbed her around the neck, lifted her off the ground and puller her behind the couch and onto the floor. This action almost caused the victim to become unconscious. Clarke's male friend attempted to stop Clarke but was not successful and fled the apartment. The victim pulled the hair of victim #2 who was passed out on the couch but she did not wake up. Clarke physically and sexually assaulted victim #1 on the floor behind the couch. During the assault the victim had her cell phone in her hand and was able to speed dial a friend. The call was captured on a voicemail when the phone was not answered. The recording captured the victim yelling and pleading with Clarke and Clarke's voice responding during the sexual assault. Victim #2 awake to find Clarke on top of victim #1. Victim #2 confronted Clarke. He got off victim #1 and went to the kitchen. Clarke attempted to leave with car keys belonging to victim #2. When she attempted to block Clarke from leaving he grabbed her by the shoulders and threw her to the ground in the hallway. Clarke left the apartment and victim #2 followed. She confronted him again where he punched her in the head and knocked her to her knees. Clarke fled on foot. Police were called; Clarke and his friend were found hiding in the bushes a few blocks away. Clark was convicted and sentenced to 78 months confinement. Clarke is on lifetime supervision with the Washington State Department of Corrections Everett Field Office 425-356-2800. " Probation Conditions Entered
