| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to Official Documents from approximately January of 2002 through January of 2006, Pluschakov (ages 25 to 29) sexually assaulted a known male (Victim #1) when he was 7 to 11 years old. From approximately March of 2001 through March of 2004, Pluschakov (ages 24 to 27) sexually assaulted a known male (Victim #2) when he was 12 to 15 years old. Both victims were brothers, and Pluschakov was a friend of the victims' family.In exchange for the victims not reporting the sexual assaults, Pluschakov provided them with various gifts, including iPods, bikes, models, movies and money. In addition, Pluschakov threatened to harm the victims if they told.When Pluschakov was located and arrested, he declined to discuss the allegations. When Pluschakov's residence was searched, detectives located several pictures of shirtless young males. Victim #1 and Victim #2's 21 year old brother was interviewed, during which time he informed detectives that Pluschakov also sexually assaulted him when he was a child.Pluschakov declined participation in the DOC Sex Offender Treatment Program (SOTP) during this incarceration period.The End of Sentence Review Committee recommended a Level II risk classification for community notification purposes. Pluschakov was aggravated up from a Level I because his relationship with his sex offense victims was established/promoted for the primary purpose of victimization.
