Probable cause affidavit: SUBMITTED BY: HOWARD, RUSSELL 0297 (AR13-6790) (0133) DID DRIVE A MOTOR VEHICLE UPON A HIGHWAY IN THE STATE OF FLORIDA WITHOUT HAVING A VALID DRIVER'S LICENSE AUTHORIZING HIM TO DO SO, IN VIOLATION OF FLORIDA STATE STATUTE NUMBER 322.03(1). DID UNLAWFULLY HAVE IN HIS ACTUAL OR CONSTRUCTIVE POSSESSION WITH THE INTENT TO USE, OR DID UNLAWFULLY USE, AN OBJECT INTENDED OR DESIGNED FOR USE IN STORING, CONCEALING OR INJECTING, INGESTING, INHALING OR OTHERWISE INTRODUCING INTO THE HUMAN BODY, A CONTROLLED SUBSTANCE; METHAMPHETAMINE, TO WIT: 1 GLASS METHAMPHETAMINE PIPE WITH RESIDUE, IN VIOLATION OF FLORIDA STATE STATUTES 893.145 AND 893.147(1)(B) ON 080713, AT APPROXIMATELY 2037 HOURS, I WAS WORKING TRAFFIC ON NORTH LECANTO HIGHWAY IN BEVERLY HILLS. UPON ARRIVING AT THE INTERSECTION OF NORTH LECANTO HIGHWAY AND ROOSEVELT BOULEVARD, I OBSERVED A VAN WAITING AT THE LIGHT ON ROOSEVELT BOULEVARD, WAITING TO TURN NORTH ON NORTH LECANTO HIGHWAY WITH ITS LEFT HEADLIGHT OUT. I THEN SHORTLY THEREAFTER PERFORMED A TRAFFIC STOP ON SAID VEHICLE BEARING KENTUCKY TAG 830JFS. THE VEHICLE PULLED INTO THE BEVERLY PLAZA JUST NORTH OF THE TRAFFIC LIGHT. I THEN MADE CONTACT WITH THE DRIVER OF THE VAN, LATER IDENTIFIED THROUGH HIS KENTUCKY IDENTIFICATION CARD AS THE DEFENDANT, MR WILLIAM C FEYDO, WHO IMMEDIATELY ADVISED THIS DEPUTY HE DID NOT HAVE A DRIVER’S LICENSE, AND ONLY HAS AN IDENTIFICATION CARD. WHILE SPEAKING WITH THE DEFENDANT THIS DEPUTY NOTICED TWO OTHER SUBJECTS IN THE VEHICLE; THE RIGHT FRONT PASSENGER IDENTIFIED THROUGH HER KENTUCKY DRIVER’S LICENSE AS MS LINDA MCCONNELL, AND A REAR PASSENGER, KNOWN TO THIS DEPUTY AS MS TERESA MONTAG. THIS DEPUTY NOTICED THAT THE DEFENDANT WAS VERY FIDGETY. I THEN CALLED FOR ANOTHER UNIT TO RESPOND TO MY LOCATION. A SHORT TIME LATER DEPUTY LAHERA ARRIVED AT MY LOCATION AND THEN DEPUTY LAHERA ASKED FOR A K-9 UNIT TO RESPOND DUE TO BOTH HE AND I BEING FAMILIAR WITH THE REAR PASSENGER’S DRUG HISTORY, AS WELL AS THE DRIVER’S DEMEANOR. A SHORT TIME LATER K-9 DEPUTY BOBBY PRICE ARRIVED ON SCENE. HE THEN WALKED THE DOG AROUND THE VAN AND HAD A POSITIVE ALERT ON THE VAN. THE OCCUPANTS WERE ASKED TO STEP OUT OF THE VEHICLE AND THE VEHICLE WAS SEARCHED BY K-9 DEPUTY PRICE AND ASSISTING DEPUTY SANCHEZ. BOTH DEPUTIES LOCATED NUMEROUS PIECES OF DRUG PARAPHERNALIA IN THE VEHICLE, TO INCLUDE TWO METHAMPHETAMINE PIPES WITH RESIDUE, ONE SYRINGE, SEVERAL SMALL PLASTIC BAGGIES CONTAINING UNKNOWN RESIDUE, AND ONE PLASTIC BAGGIE CONTAINING WHAT APPEARS TO BE MARIJUANA SEEDS. THE CONTINUED SEARCH OF THE VEHICLE YIELDED OTHER ITEM (SEE SUPPLEMENTAL REPORT FOR FURTHER). UPON COMPLETION OF THE VEHICLE SEARCH THE OCCUPANTS, INCLUDING THE DRIVER, WERE QUESTIONED AS TO THE PARAPHERNALIA. THE DEFENDANT WAS SUBSEQUENTLY ARRESTED FOR DRIVING WITH NO LICENSE. HE WAS HANDCUFFED, DOUBLE LOCKED, AND SEATED IN THE REAR SEAT OF MY PATROL VEHICLE. HE WAS ALSO ADVISED OF HIS MIRANDA WARNING VIA AN APPROVED CARD, AND HE ADVISED HE UNDERSTOOD HIS RIGHTS AND DID NOT HAVE A PROBLEM CONTINUING TO SPEAK WITH ME. INITIALLY HE DENIED KNOWING ANYTHING ABOUT THE METHAMPHETAMINE PIPE FOUND UNDER THE RIGHT FRONT PASSENGER SEAT WHICH HAD A SMALL PIECE OF CLOTH WRAPPED AROUND IT; HOWEVER, HE LATER ADVISED THAT IT WAS, IN FACT, HIS PIPE AND THAT HE HAD OBTAINED IT PREVIOUSLY FROM THE LEFT REAR PASSENGER. THE LEFT REAR PASSENGER, INITIALLY DENIED KNOWING ANYTHING ABOUT THE PARAPHERNALIA A IN THE VEHICLE; HOWEVER, SHE WAS LATER MIRANDIZED AND ADVISED SHE UNDERSTOOD HER RIGHTS AND THAT SHE HAD NO PROBLEM CONTINUING TO SPEAK WITH ME. SHE ADVISED THAT THE METHAMPHETAMINE PIPE FOUND IN THE REAR SECTION OF THE VEHICLE WAS HERS. SHE WAS LATER ISSUED A NOTICE TO APPEAR CITATION AND RELEASED ON SCENE. THE DEFENDANT, MR WILLIAM FEYDO, WAS LATER TRANSPORTED TO THE CITRUS COUNTY DETENTION FACILITY FOR PROCESSING. THE DEFENDANT WAS ISSUED FLORIDA UNIFORM TRAFFIC CITATION NUMBER 7407WQB2 FOR DRIVING WITHOUT A DRIVER'S LICENSE WITH A COURT DATE OF 082913 AT 1300 HOURS. HE WAS ALSO ISSUED A FLORIDA WARNING CITATION NUMBER 99037805 FOR LEFT HEADLIGHT BEING OUT. THE VEHICLE WAS LATER TURNED OVER TO THE OWNER/PASSENGER, MS LINDA MCCONNELL. THE TRAFFIC STOP AS WELL AS THE VEHICLE SEARCH WERE VIDEO TAPED VIA IN CAR CAMERA WHICH WILL BE TURNED OVER TO EVIDENCE. THE DEFENDANT’S BOND WAS SET AT $650.00 PER THE BOND SCHEDULE.
