| Comments: | According to official documents, Houck sexually assaulted a 23 year old developmentally delayed female on one occasion. Houck met his victim on May 14, 1998 at the Bremerton Ferry terminal and gave her his name and address. On May 15, 1998 again Houck saw the victim and this time he followed her to her residence. Once at her residence, Houck proceeded to force his way into the victims home. Houck removed his clothing and forced the victim to remove her clothing. Houck then engaged in sexual intercourse with the victim. Houck left the residence and the police were called and Houck was arrested. Houck pled guilty to the crime of Rape in the 3rd degree and was given a term of 27 months on September 21, 1998. Houck also had been convicted of the crime of Rape of a Child 1st degree in January of 1991 and had served a term of 57 months in prison. The victim in that case was a 10 year old female who was acquainted with the victim. Houck had taken this child to a isolated part of a park and committed the rape.
