Comments: Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official records Regan was convicted of Rape 1st Kidnapping 1st and Assault 1st degree in 1978 and appealed his conviction and on 12-24-1981 he was given a term of not more than 20 years for the crime of Rape 1st degree while armed with a Deadly Weapon. His victim in this crime was stranded on the highway and Regan picked her up and was going to drive her to the nearest gas station. The victim was taken to a remote area and tied up and threatened to kill her unless he had sex with her. At that time he had a screwdriver that he stated he would use on the victim. He then drove to a even more remote area and raped her. Regan drove the victim back towards her vehicle and at a stop sign she was able to get out of the car and called the police. Between 9-1974 and 3-1975 Regan was convicted of rape 1st degree with a deadly weapon, 3 counts. He was armed with a handgun during these crimes. All victims who were ages 21, and 22 accepted rides with Regan. Once in the vehicle they noticed that the door handles had been removed from the inside of the car. Regan was placed at Western State Sexual Psychopath Program and completed this program and was placed on work release when he committed the first crimes listed. Regan was convicted of all three of the crime that took place between 9-1975 and 3-1975. He was sentenced to a maximum life term . While Regan was in prison he completed Sex Offender treatment. Regan is on supervision with the Marysville Office of the Department of Corrections. 360-658-2150 " Probation Conditions Shall not use, possess, purchase or consume alcohol. Shall not use or possess any firearms. Shall submit to a breathalyzer whenever requested. Shall not enter King or Pierce counties without written permission. Shall not possess controlled substances, except pursant to a lawfully issued prescription. May not pick up hitch-hikers or provide rides to person that he does not know and can only drive a vehicle that is registed to. Enter into sec offender treatment while in the community. Submit to polygraph testing as required. Obey all, Municipal, County, State, Tribal or Federal Laws.
