| Comments: | On 01/29/96, Hicks was convicted of Child Molestation in the First Degree in Kitsap County, Washington. Starting at age 21, Hicks sexually molested a five-year old female over a three-year period, to include fondling, digital penetration and fellatio. Hicks was a suspect in a 1992 child abuse case in Clallam County in which he fondled a female victim on several occasions. He admitted to the assaults, but charges were not filed. Hicks self disclosed that at the age of 15, he sexually molested a 3 year old female, and at age 16, he molested a 15 year old female. He also admitted at the age of 18 of sexually molesting a 15 year old female, a 12 year old female, and a female between the ages of 1 to 4 years of age. Hicks attended sex offender treatment while in prison, but was terminated both times because of acting out and his inability to follow the rules. His treatment team concluded he is a high risk to sexually reoffend. He will be monitored by the Clallam County Sex Offender Registration Unit. |
