| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official documents, Neble pled guilty on June 8, 2012 to the crime of Indecent Exposure with Sexual Motivation and was given a term of 24 months in prison. In JUne and October of 2011, Neble exposed himself and masturbated on two occasions to an adult female barista. Neble was standing by some bushes in a parking lot near the espresso stand during his crimes. The victim identified Neble from a photomontage as the person who had exposed to her on the two separate occasions. He Pled guilty to One count of Indecent Exposure with Sexual Motivation. In April of 2010 Neble, age 21 exposed himself and masturbated in front of two adult females and a 10 year old female. Police were called and Neble was arrested after a foot pursuit. Neble pled guilty to one count of Indecent Exposure and Obstructing a Law Enforcement Officer. He was given 30 days in jail and two years of probation. Neble has a history of Voyeurism and exposing in which he was not charged. Neble did not participate in Sex Offender Treatment while in prison as he stated he was drunk and does not need treatment. Neble will be on active supervision for 36 months with the Everett Office of the Department of Corrections. 425-356-2800 " Probation Conditions Shall enter into and successfully participate in a counseling program as directed Shall not use,possess or consume controlled sustance except pursuant to lawfully issued prescriptions. Shall not have direct or indirect contact with any victim. Shall not purchase, own, have in his possession or under his control any firearm. |
