| Comments: | In 2000 Kowalsky was convicted in Lewis County Juvenile Court of Rape of a Child 1st Degree (two counts). The crimes involved her having sexual contact with two young boys when she was 12 years old. As a result of the original convictions she was sentenced to 104 weeks in juvenile custody. During counseling related to the original charge several additional non-adjudicated victims were identified. Further, there were several incidents of her acting out sexually while in custody. Since that original conviction she has been convicted of other non-sexually offenses. Her last conviction was in 2006 for Delivery of a Controlled Substance. She was last released from custody on 12/01/08. Based on her continued criminal behavior she has been identified as a risk to the community and this notification is required. |
