| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official documents RAYMOND D MCVAY was convicted in Whatcom County Superior Court of Rape in the 2nd Degree in 6-1983. He was sentenced to life in prison due to his extensive criminal history and being labeled a Habitual Criminal. MCYAYS current offense took place on 9-1982 where the victim reported being physically and sexually assaulted by MCVAY. The victim was a 70 year old female acquaintance was under the care of MCVAY'S mother in an adult care home. The victim is noted as being developmentally disabled and marginally able to care for herself. On the date of the incident the victim was at the bus station where she was collecting aluminum cans. She was approached by a pregnant female (who was later identified as MCVAY'S wife). MCVAY'S wife asked the female to come to her house where she had aluminum cans she would give her. Once at the house MCVAY (whom the victim recognized) forced the victim onto the couch and locked the door. MCVAY repeatedly struck the victim in the face. The victim was dragged into the bedroom and with the assistance of his wife tied her hands and feet to the bed. The victim was forcibly raped. MCVAY threatened to kill the victim if she reported the incident. The victim went to a nearby Senior Center where staff observed her upset and contacted the Police. It was discovered during the investigation that MCVAY had sexually assaulted the same female two years prior which was disclosed to care providers but went unreported to Police. MCVAY admitted to both assaults. MCVAY'S wife was also convicted as his co-defendant. This incident took place while MCVAY was on Supervision for a prior Sex Offense which occurred in 6-1975. MCVAY at age 24 sexually assaulted a 15 year old female neighbor who was providing babysitting services for MCVAY and his wife. During DOC Sex Offender Treatment Program on 10-1996 MCVAY disclosed incidents dating back to age 12 to 31. He further reported using coercion and physical assault with his first two wives to gain their assistance in obtaining victims for him. MCVAY has been deemed a HABITUAL CRIMINAL. RAYMOND D MCVAY is currently under WA DOC Supervision. He will be supervised by the WA DOC Marysville Field Office, 360-658-2150 for a minimum of 36 months. " Probation Conditions Abide by curfew rules directed by your CCO Remain within or outside of geographical boundaries as specified Do not enter Whatcom County or Thurston County without prior written approval of your CCO and the ISRB Do not possess alcohol Have no contact with minors or vulnerable adults unless accompanied by a responsible adult who is capable of protecting the individual, who knows of the conviction, and has been approved of in advance by your CCO and your sexual deviancy treatment provider Hold no position of authority or trust involving children under the age of 18 or a vulneralbe adult Must not loiter or frequent places where children tend to congregate including but not limited to shopping malls, schools, playgrounds, parks, public pools, skating rinks and video arcades without prior approval from your CCO Do not purchase, own or have in your possession any firearms or ammunition Do not consume controlled substance except pursuant to lawfully issued prescriptions. Do not use, possess or control any mind or mood altering substances, drugs, narcotics, controlled substances, or drug paraphernalia without a valid prescription from a licensed physician Do not use, possess or control any marijuana/THC No relationships with someone with a minor child without prior approval from treatment provider Do not date women nor form relationships with families who have minor children without prior approval from treatment provider and CCO Do not access the internet without developing a written safety plan approved by your CCO and sexual deviancy therapist and installing any special equipment on your computer required by your CCO as a part of your safety plan Obtain permission before traveling outside of the county in which you reside Must register with the sheriff's office in the county of residence Do not remain overnight in a residence where minor children live or are spending the night Do not consume alcohol Do not possess or use and deadly weapons |
