| Comments: | ex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official documents, Osborne pled guilty on September 7, 2007 to the crime of Child Molestation in the 1st degree. He was given a term of 75 months in prison. Osborne (age 52) sexually assaulted a known female (age 7) in February of 2007. Osborne was a friend of the victim's family and he had become homeless and was invited to reside with them. Osborne would frequently babysit the victim while her parents were away. The victim disclosed to her teacher what was going on. The police were contacted and during an interview with police, Osborne admitted his crime. Osborne was convicted in 1992 for the crime of Assault 2nd degree and Communication with a Minor for Immoral Purposes and was given a term of 6 months in jail. The victim in that crime was also a known female (age 7) Osborne at the time of this crime was 35 years old. This crime took place in 1989 and Osborne would molest this victim. The victim reported what had taken place to her teacher and the police were contacted. Osborne attended treatment while in prison and admitted that he would start grooming his victims at age 8 and likes 12 year old females. Osborne is on active supervision for life with the Marysville Office of the Department of Corrections: 360-658-2150 " Probation Conditions Shall not access the internet or email by electronic devices. Shall not consume controlled substances except pursuant to lawfully issued prescriptions. Shall not purchase, own, have in his possession or under his control any firearm of deadly weapon. Shall have no contact with minors. Enter into sex offender treatment while in the community. Shall not reside with anyone who is a parent./legal guardian of minor children. Shall not enter parks, playgrounds or schools. Shall not work at or be in places frequented by minors. Shall not travel to Everett, Gold Bar or Sultan without prior written approval. Submit to breathalyzer and polygraph testing as required. Shall not date women or form relationships with families who have minor children. Shall not possess or peruse pornographic materials. Shall have no direct or indirect contact with any victim. |
