| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to Official documents between 7/9/1990 and 7/14/1990 TIMOTHY RAY SCHNABEL at age 15 Sexually Assaulted a known 7 year old female. Disposition: On 6/20/1991, Amended Information was filed by the Snohomish County Juvenile Court charging Schnabel with Count I: Child Molestation 1st Degree and Count II: Rape of a Child 1st Degree. On 7/22/91, Schnabel plead guilty to Count I and Count II was dismissed. Schnabel had a dispositional hearing and was committed to a juvenile detention facility for a period of 13 - 16 weeks. According to official documents, SCHNABEL (age 37) sexually assaulted a known15 year old female. The victim had the mental capacity of an 8 year old. Schnabel lived with the victim and her mother for approximately 4 years. An acquaintance became suspicious of Schnabel constantly having the victim sit on his lap and set up his phone to take video when Schnabel was alone with the victim. There were two videos turned over to law enforcement that showed Schnabel motioning the victim towards him, having her sit on his lap, kissing her on the cheek and lips, fondling her breasts outside of her shirt, and putting his hand down her pants. Disposition: On 4/26/13, Information was filed by the Snohomish County Court charging Schnabel with Counts I and II: Child Molestation in the 3rd Degree. On 8/1/13, Schnabel plead guilty and on 8/26/13 was sentence to 47 months. SCHNABEL was released from incarceration on 1/25/2016.
